MAYOR GIULIANI ANNOUNCES TENTATIVE LABOR ACCORD WITH CORRECTION OFFICERS' BENEVOLENT ASSOCIATION

Mayor Giuliani Announces Tentative Labor Accord With Correction Officers' Benevolent Association

Mayor Rudolph W. Giuliani and Norman Seabrook, President of the Correction Officers’ Benevolent Association (COBA), today announced that a tentative settlement has been reached with the 10,000 member Correction Officers’ Benevolent Association for a collective bargaining agreement covering the period from April 1, 1995 through July 31, 2000.

If ratified, the agreement provides for a three percent (3%) wage increase on April 1, 1997; a compounded three percent (3%) wage increase on July 1, 1998; and a compounded six percent (6%) wage increase on June 1, 1999. It also provides for welfare fund increases and longevity increases.

"This agreement reflects the City’s continuing commitment to fiscal prudence and the Union’s commitment to ensure fair treatment and compensation for its members," Mayor Giuliani said. "President Seabrook has negotiated a responsible collective bargaining agreement which underscores his first-term accomplishments as COBA’s President and delivers for his members and their families the very best contract available.

"This also represents a great accomplishment in the continuing history of cooperative labor relations between the parties. This agreement was reached through old-fashioned bargaining -- the way contracts are best settled," the Mayor concluded.

The settlement, which is subject to the Union’s ratification process, is consistent with the pattern established in all earlier citywide civilian and uniformed settlements reached in this round of bargaining including the settlements reached with the Uniformed Firefighters’ Association, the Uniformed Fire Officers’ Association, and the Patrolmen’s Benevolent Association Impasse Panel recommendation.

The Mayor congratulated Mr. Seabrook, Labor Commissioner James F. Hanley and their respective staffs for their efforts in reaching this agreement.
