MAYOR GIULIANI ANNOUNCES TENTATIVE LABOR ACCORD BETWEEN THE CITY AND WITH THE CORRECTION CAPTAINS ASSOCIATION
Mayor Rudolph W. Giuliani and Peter Meringolo, President of the Correction Captains Association (CCA), today announced that a tentative settlement bas been reached with the 942-member Correction Captains Association for a successor collective bargaining agreement covering the period from August 1, 1995 to November 30, 2000.
"This agreement reflects the City's commitment to fiscal prudence and the Union's commitment to ensure fair treatment and compensation for its members," said Mayor Giuliani. "By working creatively within the pattern for this round of bargaining, President Meringolo has negotiated a responsible collective bargaining agreement for his members and their families, and the CCA has achieved the very best contract available."
The CCA package includes:
- a 24-month wage freeze,
- elimination of one salary step for Correction Captains promoted on or after November 1,1995 and prior to November 1, 1998,
- substantial Longevity increases beginning November 1, 1998, and continuing adjustments over the term of the contract,
- increased contributions to the Welfare Fund,
- effective January 1, 1999, a one-time lump sum payment to the Annuity
fund of $1,566 per employee to Correction Captains promoted between
November 1, 1992 and October 31, 1995, and who are still in the rank of
Captain as of January 1, 1999, and
- effective January 1, 2000, an additional one-time lump sum payment to the Annuity Fund of $371 per employee to Correction Captains promoted between November 1, 1992 and October 31, 1995, and who are still in the rank of Captain as of January 1, 2000.
The settlement, which is subject to the Union's ratification process, is consistent with the pattern established in all earlier citywide civilian settlements reached in this round of bargaining. It is also consistent with settlements reached with the Correction Officers' Benevolent Association, the Assistant Deputy Wardens/Deputy Wardens Association, the Uniformed Firefighters Association, the Uniformed Fire Officers' Association, the Sergeants Benevolent Association, the Detectives Endowment Association, the Lieutenants Benevolent Association and the Patrolmen's Benevolent Association Impasse Panel recommendation.
Correction Captains are first-line supervisors whose efforts have contributed to the City's unprecedented drop in crime over the past four years.
The Mayor also thanked Correction Commissioner Bernard B. Kerik; President Peter Meringolo and his negotiating staff, as well as Labor Commissioner James F. Hanley and his staff for their efforts in reaching this agreement.
