MAYOR GIULIANI SIGNS BILL THAT EXTENDS THE DEADLINES FOR SUBMISSION OF THE PRELIMINARY MANAGEMENT REPORT, PRELIMINARY BUDGET AND OTHER BUDGET-RELATED DOCUMENTS AND ACTIONS

Remarks By Mayor Rudolph W. Giuliani At Public Hearing On Local Laws

The bill before me today is Introductory Number 501, which was sponsored by Council Member Berman at my request. This legislation extends the deadlines for submission of the Preliminary Management Report and the Preliminary Budget and other budget-related documents and actions.

The Preliminary Management Report will be submitted no later than February 12, 1999 and the Council must hold hearings on that report and submit its findings and recommendations no later than April 21, 1999. The preliminary budget will be submitted no later than January 29, 1999.

This legislation provides the City more time to review and analyze information regarding tax revenues. In addition, the tax forecasts will be enhanced with data that becomes available in the middle of January. Furthermore, with the release of the State budget by the end of January, this extension for the release of the Mayor's budget provides the Administration with additional time to utilize information on anticipated budget actions that may impact local revenue and spending projections.

For the reasons previously stated, I will now sign the bill.
