MAYOR GIULIANI ANNOUNCES AGREEMENT WITH THE MUNICIPAL COMMITTEE ON IMPROVED HEALTH INSURANCE BENEFITS FOR EMPLOYEES AND RETIREES
Mayor Rudolph W. Giuliani today announced that an agreement has been reached with the Municipal Labor Committee, the committee responsible for negotiating health insurance benefits on behalf of City employees and retirees with the City. The improved health benefits will be provided at no additional cost to employees or to the City.
The new benefits to be provided to current City employees and under 65 non-Medicare retirees in the GHI-CBP/Blue Cross plan include:
- asthma drugs to be provided at no cost and the commencement of disease management programs for both asthmatics and diabetics effective January 1, 1999;
- an increase in fees to participating GHI doctors effective April 1, 1999 and an attempt to recruit additional doctors to add to our participating panel of doctors;
- a 25% reduction in the premium paid for coverage for full-time students, effective January 1, 1999;
- expansion of chemotherapy benefits to include drugs used in conjunction with chemotherapy treatment, such as anti-nausea drugs, effective July 1, 1998;
- full hospital coverage shall be provided as part of the Blue Cross basic program, effective March 1, 1999;
- for those employees who purchase the optional rider, the enhanced
reimbursement schedule will be increased to 175% of basic, effective January 1,
1999; and
- retirees over the age of 65 will receive a 50% break in the cost of purchasing additional hospital coverage under the optional rider.
The cost of the new benefits will be covered by the stabilization fund. This fund exists pursuant to collective bargaining which sets aside money from a prior settlement to stabilize certain fluctuations in health costs.
