NYC is a global hub for innovation and design expertise. Through the Government x Design Citywide Design Services contracts, the City will now be able to better engage the design industry in improving public services.

Advancing Design Services for City Government

The Department of Information Technology and Telecommunication (DOITT) and the Mayor's Office have developed Government x Design Citywide Design Services (GxD), which will allow City agencies to more easily create and deliver effective, efficient, and equitable public services. GxD is moving beyond digital applications to include design practices that can shape programs and policies.

A New Way of Working Together

Following a public Request for Expression of Interest (RFEI) in the Summer of 2016, the City has now released a Request for Proposals (RFP) calling for submissions for digital design, communication design, service design, and a comprehensive category that includes all three disciplines.

How It Works

The RFP "Tier 1" Process

  • 1. DoITT releases Request for Proposals
  • 2. Vendors review and ask questions to the City
  • 3. Vendors submit proposals
  • 4. City reviews and evaluates proposals
  • 5. City selects vendors and subcontractors for each class
  • 6. Master Contracts registered and Tier 2 process can begin

As part of the "Tier 1" process, Proposers will submit a Vendor Response document and Sample Project Proposal (found in the RFP) for the Class of their choice.

Master Services Agreement and Task Order "Tier 2" Process

Once the contracts are in place, the "Tier 2" process will begin and City agencies and offices will be able to easily request services.

  • 1. Agency identifies design need
  • 2. Request reviewed by Design Council and oversights
  • 3. Request for Services released to appropriate Master Contract Class
  • 4. Only one class of vendors bid for project
  • 5. One vendor chosen by committee
  • 6. Contract registered and work starts

About the NYC Service Design Studio

In October 2017, the Mayor's Office for Economic Opportunity launched the Service Design Studio to help further the City’s use of human-centered design methods. The Studio partners with agencies to engage with residents and those who deliver services so that their insights can shape new and existing programs. The Studio team is versed in design tools, experienced in developing in-person and digital services, and focused on addressing poverty-related challenges.
