Facilities need a Tissue Bank Operating License if they test, preserve, or handle human tissue. This license comes from the Wadsworth Center at the New York State Department of Health.



Tissues can be used for transplants, therapy, artificial insemination, or implants. Tissue bank licenses are valid for specific types of tissues and services. Each category has its own rules for facilities to follow.

The categories include:
  • cardiovascular tissue;
  • musculoskeletal tissue; 
  • skin, eye, and/or reproductive tissues;
  • breast milk; and
  • hematopoietic progenitor cells.
The shipment of any tissue from an out-of-state facility may need licensing.
