Long-Term Home Health Care Program (LTHHCP), Operating Certificate

Home health care programs need a certificate from the New York State Department of Health (NYSDOH).

Programs can provide care and services in patients' homes or relatives' homes. They cannot provide services in residential facilities.

Programs must first have a Certificate of Need. The certificate proves that the program meets a public need, is run by qualified people, and is financially solvent. Once a program has this certificate, it can apply for an operating certificate. Programs must prove that they meet all safety and professional requirements.
