The Lower Manhattan Energy Program (LMEP) provides property owners and commercial tenants in eligible buildings an up to 45% reduction in electricity transportation and delivery costs. The full benefits last for 8 years, followed by a 4-year phase-out during which benefits are reduced by 20% each year.

Lower Manhattan is generally defined as the area south of Murray and Frankfort Streets.

Program eligibility is based on the following criteria:
  • To qualify to submit an application for LMEP, a building must be applying to the Industrial and Commercial Abatement Program (ICAP), the NYC Industrial Development Agency (NYCIDA), or be owned by the City of New York or Empire State Development Corporation.
  • Buildings applying as an ICAP applicant must provide documentation to the Department of Finance (DOF) that shows evidence of a Minimum Required Expenditure (MRE), which consists of an investment that improves the real property in excess of 30 percent of the assessed valuation of the building and land.
  • For buildings owned by the City, Empire State Development Corporation (ESDC), or NYC Industrial Development Agency (NYCIDA) there must be evidence of an MRE provided to SBS, indicating an investment that improves the real property in excess of 20 percent of the assessed valuation of the building and land.
Building owners seeking eligibility through the NYCIDA must file a LMEP application prior to approval by the NYCIDA Board (and approval of NYCIDA inducement resolution). Applicants managing a City- or ESDC- owned facility must file a LMEP application prior to signing a lease with the City or ESDC.
