This license allows a person, firm, corporation, partnership, or other association to sell more than nine dogs and/or cats per year directly to the public, for profit, in New York State.

Most businesses that sell pets will also need a Sale of Small Animals (Pet Shop) Permit from the New York City Department of Health and Mental Hygiene. Click the following link to learn about this requirement.

Exemptions to licensing exist for duly incorporated humane societies, individuals and/or businesses selling less than nine dogs and/or cats per year; and breeders who sell less than 25 dogs and/or cats born and raised at the breeder's residence.
