Working Press Cards are issued by the New York City Police Department to those individuals who are full-time news staff employees, whose routine duties require them to cross police and fire lines and who are regularly involved in spot emergency news coverage (such as shootings, fires, homicides, etc.).

Press Identification Cards are issued to full-time members of the press who do not hold a Working Press Card, but who do have a need for an official Police Department identification card in order to cross police lines at the scene of non-emergency news events (such as parades, theatre premieres, etc.). Press Identification Cards are not granted to individuals who are employed in the business, advertising, or circulation departments of news agencies.
