    Applicant must submit Photo Identification (ID). More info

      Acceptable forms of ID include: a U.S.-issued driver’s license or non-driver’s license identification of Motor Vehicles; a license or permit issued by a government agency; a passport; an alien card/green card; a City, State, or Federal employee ID card; or a Municipal ID card.

    Complete the Process Server Individual Background Information Form.

      Applicants must submit a current color passport-size photograph of themselves. Note: Applicants can be photographed at the DCWP Licensing Center at no cost or upload their photo online.

        Applicants must post a surety bond for the duration of the license period. Submit one proof of bond requirement: More info

            - Copy of a $10,000 surety bond, properly signed, and a copy of the bond receipt. The bond must name the Department of Consumer and Worker Protection as the Certificate Holder and your name and address must be exactly the same on all documents. The bond receipt must show the bond has been paid in full and does not expire before the end of the licensing period. Download SURETY BOND MODEL TEMPLATE (PDF) and LIST OF BONDING COMPANIES (PDF).

          - Completed PROCESS SERVER INDIVIDUAL TRUST FUND ENROLLMENT FORM (PDF) and copies of applications submitted to two different bond companies and its original denial letters.
          - Completed PROCESS SERVER INDIVIDUAL EMPLOYEE BOND EXEMPTION (PDF) and a copy of your Process Serving Agency's bond. Note that this can be submittted if applicant serves process exclusively as an employee of a process serving agency.

        Complete the Roster of Process Serving Agencies.

          Complete the Electronic Device Certification Form.

            Complete the Recordkeeping Certification Form.

              If the license application will be filed by someone other than the applicant, complete the Granting Authority to Act Affirmation.

                Process Server Individual applicants must schedule an appointment with IdentoGO to be fingerprinted. More info

                  Visit uenroll.identogo.com. Enter Service Code and Agency ID. Service Code is 1585J9. Agency ID is the numbers only from Application Number. Application Number is on your receipt or confirmation letter when you apply online. Example: For Application Number 1234567-2023-AHIC, enter only 12345672023 as Agency ID. Follow the instructions and pay the required fee(s). IMPORTANT: Anyone required to be fingerprinted should schedule an appointment as soon as possible to complete this requirement.

                  • $340: License Fee for applicants who file for a new process server individual license from March 1 of years that end in an even number to August 31 of years that end in an even number.
                  • $255: License Fee for applicants who file for a new process server individual license from September 1 of years that end in an even number to February 28 of years that end in an odd number.
                  • $170: License Fee for applicants who file for a new process server individual license from March 1 of years that end in an odd number to August 31 of years that end in an odd number.
                  • $85: License Fee for applicants who file for a new process server individual license from September 1 of years that end in an odd number to February 28 of years that end in an even number.
                  • Fingerprint Processing Fee.
                  • $1,000: Trust Fund Enrollment Fee.
                  • Process Server Individual Exam Fee.
                  • Non-Refundable Convenience Fee for paying with a credit card.

                Steps to apply online:

                Review the requirements for the license and gather all materials before clicking the Apply Online button. Note: You will be redirected to a new web page where you will need a registered account with the City of New York to submit an online application.

                  After submitting an application online, print a copy of the Confirmation Page. The Confirmation Page will list the additional steps and materials required to complete the application. These materials are also listed above and must be submitted within five business days of filing the application online if they were not uploaded as part of the online application submission.
