Establishments that sell small animals, such as pet shops, require a permit from the Department of Health and Mental Hygiene (DOHMH).
Establishments that sell animals as pets must obtain a permit from the NYC Health Department. The type(s) of permit depends on which animals you will sell. Please read the following carefully:
- If you will be selling small animals or fish as pets, and you will not be selling dogs or cats, then you need a "NYC Pet Shop (P)-Basic" permit.
- If the only animals you will be selling are cats or dogs, then you will need "NYC Pet Shop (D) -Cats and Dogs" permit.
- If you will be selling small animals or fish, and selling cats or dogs, then you will need both of the above permits.
- If you will be selling dogs or cats, you also need a Pet Dealer license from NY State.
