Mayor de Blasio, Comptroller Stringer Appoint Neil Matthew as Executive Director of FISA-OPA

NEW YORK––Mayor Bill de Blasio and NYC Comptroller Scott Stringer today announced the appointment of Neil Matthew as Executive Director of the city’s Financial Services Information Agency (FISA) and Office of Payroll Administration (OPA). FISA-OPA is responsible for managing the day-to-day operations of the City’s financial services and payroll systems. The Executive Director of FISA-OPA works under the joint direction of the Mayor and the City Comptroller and under their appointed Boards of Directors.

“New York City employees are the backbone of our City government, and it’s important to both employees and the public that the City’s financial and payroll administration is run effectively, smoothly, and with integrity,” said Mayor de Blasio. “Neil brings a wealth of experience and talent, and he is uniquely positioned to lead the office.” 
  
“The operation of our financial and payroll administration is a vitally important role in city government. Neil is a veteran civil servant who brings decades of experience working in OPA,” said Comptroller Stringer. “His work has undoubtedly left an indelible mark on the agency, helping to advance the City’s payroll services. His skills and experience are the right kind of talent and leadership that we need to lead these two agencies. I look forward to working with him and the staff at both agencies in the coming years.”

Matthew has worked within OPA for the past 35 years, where most of his tenure has been spent serving in a managerial capacity. He currently serves as Executive Director of the Payroll Operations Bureau, a role he has held since 2005. He will permanently fill the vacancy left by Roy Mogilanski, who retired last fall.

About Neil Matthew
Matthew is an accomplished executive with extensive experience working at OPA managing complex payroll operations, banking, and accounting functions for the City. He is well-regarded for his managerial acumen and his strong command of the technical and internal operational requirements of his roles. Additionally, Matthew has a track record of working effectively with the Mayor’s Office of Management and Budget, the New York City Office of the Comptroller, the Mayor’s Office of Labor Relations, and other key stakeholders including the unions and financial institutions.   

A native New Yorker, Matthew was born, raised, and educated in the city. He graduated from the City University of New York Medgar Evers College and holds a Bachelor of Science Management Degree.

About FISA-OPA
The Financial Services Information Agency (FISA) is the City’s information technology services center with the support facilities needed to operate the citywide financial, employee and retiree payroll, and human resources applications used by City officials to carry out their charter mandated activities related to financial planning, budgeting, accounting, procurement, payroll, pension, and personnel functions.

The Office of Payroll Administration (OPA) is responsible for coordinating matters of payroll policy and procedure among City oversight and line agencies, ensuring City compliance with applicable Federal, State, and City employment tax regulations, distributing and accounting for the City’s employee and retiree payrolls, managing the City’s payroll bank accounts, and ensuring the integrity, accuracy, and operational effectiveness of the payroll systems.
