De Blasio Administration Releases Mayor's Management Report for Fiscal Year 2019

NEW YORK—The de Blasio administration today released the Mayor’s Management Report for Fiscal 2019, an analysis of City agencies’ performance from July 1, 2018 to June 30, 2019. The MMR presents more than 2000 indicators from 45 City agencies that measure the City’s performance in providing services to New Yorkers.

“Every year, the Mayor’s Management Report holds us accountable and tells New Yorkers how we’ve performed for them,” said Mayor de Blasio. “The results are in and we have a safer and more equitable city today than we did even a year ago. This is the standard we’ll hold ourselves to as we strive to be even better next year.”

“The Mayor's Management Report is an important opportunity to examine how our City is doing so that we can see what's working, what isn't, and help map a path ahead," said Jeff Thamkittikasem, Director of the Mayor's Office of Operations. “At Operations, performance and project management are core aspects of our work. I'm proud of the work done on this year's report, and proud of the progress we will continue to make as a City.”

The MMR, which grew out of the 1970’s fiscal crisis, is a national model for holding City government accountable. Both MMR and Preliminary Mayor’s Management Report (PMMR), which covers the first four months of the fiscal year and is released in January, are mandated by Section 12 of the New York City Charter.

SAFER CITY

Crime

NYPD

• Major felony crime decreased 2.3% from 95,868 to 93,631.
• Murder and non-negligent manslaughter decreased 8.3% from 303 to 278.
• Robbery decreased 7.5% from 13,573 to 12,556.
• Burglary decreased 6.8% from 11,856 to 11,053.
• Grand larceny auto decreased 7.5% from 5,599 to 5,180.
• Major felony crime in housing developments decreased 1.8% from 4,853 to 4,766.
• Major felony crime in Parks decreased 4.2% from 669 to 641.

Fire Safety

FDNY

• Civilian fire fatalities decreased 30.9% from 97 to 67.
• Structural fires decreased 3.9% from 27,280 to 26,207.
• Non-structural fires decreased 19.2% from 15,221 to 12,291.

Construction Safety

DOB:

• Construction-related accidents decreased 14.3% from 729 to 625.              
• Construction-related injuries decreased 13.2% from 744 to 646.
• Construction-related fatalities decreased 31.3% from 16 to 11.

Public Health

DOHMH

• Unintentional drug overdose deaths decreased 2.6% from 1,482 to 1,444.
• New HIV diagnoses (Calendar Year Preliminary) decreased 19.2% from 2,157 to 1,742.
• Childhood blood lead levels - number of children less than 18 years of age with blood lead levels of 5 micrograms per deciliter or greater (Calendar Year) decreased 11.3% from 5,317 to 4,717.
• Childhood blood lead levels - number of children less than 6 years of age with blood lead levels of 5 micrograms per deciliter or greater (Calendar Year) decreased 9.2% from 4,261 to 3,870.
• Infant mortality rate (per 1,000 live births) (Calendar Year) decreased 9.3% from 4.3 to 3.9.

MORE SUSTAINABLE CITY

DEP

• Water main breaks decreased 11.5% from 521 to 461.

DOT

• Citi Bike trips increased 11.2% from 17,176,000 to 19,106,000.
• Citi Bike annual membership increased 2.9% from 150,493 to 154,830.
•  Bicycle racks installed increased 104.2% from 804 to 1,642.

DCAS

• Citywide fleet size decreased 0.8% from 31,002 to 30,755.
• Electric vehicles in the citywide fleet increased 26.5% from 2,105 to 2,662.
• Estimated annual reduction in greenhouse gas emissions from all energy projects increased 23% from 36,675 to 45,105 metric tons.
• Estimated annual reduction in avoided energy costs from all energy projects increased 18.7% from $13.41 to $15.91.

EQUITY AND EXCELLENCE IN SCHOOLS

DOE

• 4-year high school graduation rate increased from 74.3% to 75.9%.
• Dropout rate decreased from 7.8% to 7.5%.
• Postsecondary enrollment increased from 56.6% to 58.9%.
• Percentage of teachers with 5 or more years teaching experience increased from 66.5% to 67.3%.
• Percentage of principals with 4 or more years principal experience increased from 66.5% to 68.8%.

IMPROVING SERVICES AND BUILDING POTENTIAL

HRA

• SNAP application timeliness rate increased 3.3 percentage points from 89.4% to 92.7%.

TLC

• Active medallion taxis that are accessible increased 27.3% from 2,173 to 2,767.

SBS

• MWBEs that were certified increased 32.7% from 6,829 to 9,063.
• MWBEs awarded City contracts increased 9.5% from 1,396 to 1,528.
