De Blasio Administration Releases Mayor's Management Report for Fiscal Year 2014

Majority of performance indicators show improved or stable performance

NEW YORK—The de Blasio administration today released the Mayor’s Management Report (MMR) for fiscal year 2014, an analysis of City agencies’ performance from July 1, 2013 to June 30, 2014, spanning both the Bloomberg and de Blasio administrations.

In fiscal year 2014, 59 percent of indicators show improved or stable performance compared to 53 percent in fiscal year 2013. For critical indicators, 57 percent show improved or stable performance compared to 49 percent in fiscal year 2013, including a 13 percent decrease in murder and the highest number of M/WBE contracts ever awarded.

The MMR reports more than 2,000 metrics for city agencies, showing the City’s performance in providing services to New Yorkers. For the administration’s new initiatives that span across agencies, including Pre-K for All, Vision Zero, and Housing New York, the report lays out indicators that will track progress towards delivering results. As implementation of the initiatives continues, more measures to capture performance will be developed and added to subsequent MMRs. A section on climate change also includes Sandy recovery, resiliency, and sustainability initiatives. The administration’s first MMR also includes a new feature, a “Focus on Equity” statement from each agency that articulates how they are working to promote fair delivery and quality of services to New Yorkers.  

“The MMR has long served as a public account of the city’s performance, and we are proud to participate in this process grounded in the principles of accountability and transparency,” said Mayor Bill de Blasio. “More importantly, this allows us to hold ourselves accountable, in accordance with our values, for the services we provide that affect the lives of all our city’s residents. We look forward to seeing improvement in subsequent MMRs as we continue implementing our progressive agenda.”

“This MMR, though it reflects one half of this administration’s first year, also begins to reflect our values and priorities, as we bring a focus on equity, equality and opportunity to our work,” said Mindy Tarlow, director of the Mayor’s Office of Operations. “By applying this lens to the work we do, we can begin the process of developing goals and metrics about issues that span the work of all agencies, so that we can measure our collective progress over time.”

The sections highlighting the administration’s new initiatives lays out metrics developed to track progress on the administration’s new initiatives for subsequent MMRs include:

Universal Pre-K:

  • Geographic distribution of full-day seats
  • Full day enrollment
  • Percentage of full-day classrooms with lead teachers certified in early childhood education

Vision Zero:

  • Neighborhood slow zones created
  • Speed humps installed

Housing New York:

  • Total units (new construction and preservation) financed or assisted under Housing New York
  • Number of units started for homeless individuals or families
  • Estimated economic activity associated with affordable housing
