New program will help immigrants complete educational requirement needed for DACA eligibility

DACA can transform lives by providing temporary protection from deportation, as well as access to work authorization

NEW YORK—The de Blasio Administration and the City University of New York today announced the launch of the ActionNYC DACA Education Initiative. The program will provide classes through nine community-based education providers to assist immigrant New Yorkers in fulfilling DACA’s educational requirement. DACA, or Deferred Action for Childhood Arrivals – a federal program that offers temporary protection from deportation and access to work authorization, among other benefits – will increase opportunities for social and economic mobility for immigrants across New York City.

“New York City is home to nearly half a million undocumented immigrants. They are our neighbors, colleagues, friends, and family. We launched a major effort to help these New Yorkers come out of the shadows with ActionNYC, and now we’re going a step further. Our new education initiative will provide immigrants with an invaluable opportunity to obtain the sense of security needed to transform their lives,” said Mayor Bill de Blasio.

Despite the success of DACA, thousands of potentially eligible New Yorkers have not applied because they do not yet meet the education requirement for the program. To meet the education requirement for DACA, immigrants must demonstrate graduation from high school, or current enrollment in a qualifying educational program, like those supported by the DACA Education Initiative. Those who were honorably discharged from the U.S. military may also be eligible.  

Educational services such as English literacy and high school equivalency classes will be provided through nine community-based organizations run by the following partners: BronxWorks, Fifth Avenue Committee, Jacob A. Riis Neighborhood Settlement, LaGuardia Community College, Make the Road New York, New York City College of Technology, Northern Manhattan Improvement Corporation, NYU Lutheran Family Health Centers, and Queens Library.

Once enrolled in classes, participants will have the opportunity to work with a case manager who will conduct a needs assessment and set goals with each participant. Case managers will help connect participants to social services and vocational or further educational programs. Through this model, the DACA Education Initiative will allow participants to fulfill the DACA education requirement and also facilitate additional opportunities for social mobility.

“The DACA Education Initiative will build a bridge for New Yorkers to access important DACA benefits that may have otherwise been out of reach,” said Deputy Mayor for Strategic Policy Initiatives Richard Buery. “Now a lack of a formal education will not be a barrier for those seeking DACA.”

“Today the de Blasio Administration is taking an important step to help immigrants enroll in high-quality, community-based education classes that will also help them qualify for the life-changing benefits of DACA,” said Mayor’s Office of Immigrant Affairs Commissioner Nisha Agarwal. “We look forward to connecting New Yorkers to the literacy, vocational and educational classes they need to establish their eligibility for DACA.”

“The City University of New York has a long, proud history of opening the doors of educational opportunity to tens of thousands of immigrant students. Through the ActionNYC DACA Education Initiative, CUNY is very pleased to partner with the Mayor’s Office of Immigrant Affairs to enhance the economic, civic and linguistic integration of New York City’s DACA population,” said Donna Linderman, University Dean for Student Success Initiatives and Executive Director of Accelerated Study in Associate Programs. 

The DACA Education Initiative is the latest effort by the de Blasio Administration to work with a wide range of partners to inform New York City immigrants about the benefits of DACA and help make the program more accessible:

• In 2016, MOIA, with the support of the New York State Health Foundation, embarked on a DACA Health Care Access ad campaign, which reached more than 300,000 immigrants through targeted advertising to inform New Yorkers about DACA’s benefits, including access to health care.

• In 2014, MOIA, together with the New York City Young Men’s Initiative, ran a public advertising campaign about DACA, which was the first mass marketing campaign by the City targeting immigrants to make them aware of available immigration relief. 

Although the implementation of President Obama’s 2014 executive actions on immigration remains halted due to litigation, immigrants can continue to apply for the original DACA program, which recently celebrated its fourth anniversary on August 15. 

DACA is a powerful program that has already provided life-changing benefits to over 725,000 immigrants nationwide, including over 36,000 New York State residents. Under DACA, eligible undocumented immigrants with significant ties to the United States can obtain temporary protection from deportation and access to work authorization and a Social Security number, as well as access to a driver’s license and, in New York State, access to health care for income-eligible immigrants.   

Immigrant New Yorkers who think they may be eligible for the ActionNYC DACA Education Initiative and would like to enroll should call 311 and say “ActionNYC.” For more information on DACA, immigrant New Yorkers should call 311 and say “DACA.” All immigrant New Yorkers can call 311 and say “ActionNYC” to get free, safe immigration legal help.

“I am proud to represent a borough where 47 percent of our residents speak a language other than English at home, a borough that itself is proud of its immigrant legacy. Many of our immigrants want to participate in the sunshine of our society, but continue to fear the specter of indiscriminant raids and harassment. DACA has proven to be a successful program that has connected thousands of undocumented New Yorkers with meaningful services and support, and this latest education initiative is another valuable way to bridge those who are potentially eligible to economic and social mobility,” said Brooklyn Borough President Eric L. Adams.

“Dreamers want to contribute to our great city and state, and this opportunity not only helps them, but it strengthens our entire population. We are the land of immigrants, and the Mayor must be commended for his initiative to celebrate our values,” said State Senator James Sanders, Jr.

"Education must always be a top priority. With so many new immigrants in our great city, every effort we can make to improve their ability to succeed is a major step forward. Residents of Sunset Park and other communities in my district will greatly benefit," said Assistant Assembly Speaker Felix W. Ortiz.

“I commend the de Blasio Administration for launching this initiative, which will make a huge difference for some of the most vulnerable immigrant youth in the city. It is imperative for us to do all we can to lay the foundation for youth who went through the ordeal of coming here, and are in desperate need of this critical assistance,” said Assembly Member Guillermo Linares.

“Like so many of the programs that have come out of Mayor Bill de Blasio's office, the ActionNYC DACA Education Initiative gets right to the heart of the matter," said Assembly Member Rodneyse Bichotte. "The Academy of Medical & Public Health Services (AMPHS) is excited to partner with MOIA on the DACA Education Program as an outreach partner. AMPHS works to provide healthcare access to the underserved in Sunset Park, Brooklyn, a largely immigrant community, where many are undocumented or new to the country. Day in and day out, we see people who are eligible to receive DACA – and hence, health insurance – but do not take advantage of it because they are afraid to do so or because they do not have the resources to complete the education requirements to apply for the program. We look forward to working with MOIA to open the doors to new opportunities for our immigrant neighbors," said Mon Yuck Yu, Executive Vice President and Chief of Staff, Academy of Medical & Public Health Services.

El nuevo programa ayudará a los inmigrantes a cumplir requisito de educación necesario a fin de ser elegibles para DACA

DACA puede transformar vidas con protección temporal de deportación y acceso a permisos de trabajo

La administración del alcalde Bill de Blasio y la Universidad de la Ciudad de Nueva York (CUNY, en inglés) anunciaron hoy el lanzamiento de la Iniciativa de educación ActionNYC DACA, que ofrecerá clases en nueve centros educativos locales para ayudar a los inmigrantes neoyorquinos a cumplir el requisito de educación del programa federal. El programa de Acción diferida para menores llegados al país (Deferred Action for Childhood Arrivals o DACA, en inglés) ofrece protección temporal para evitar deportación y acceso a permisos de trabajo, entre otros beneficios, aumentando las oportunidades de movilidad social y económica para inmigrantes de toda Ciudad de Nueva York. 

“En Ciudad de Nueva York viven casi un millón de inmigrantes indocumentados que son nuestros vecinos, colegas, amigos y familias”, dijo el alcalde Bill de Blasio. “Con ActionNYC lanzamos una gran gestión para ayudar a estos neoyorquinos a salir de las sombras, y ahora vamos a dar un paso más de avance. Nuestra nueva iniciativa brindará a los inmigrantes una oportunidad valiosísima de lograr la seguridad que necesitan sentir para transformar sus vidas”.

Pese al éxito de DACA, miles de neoyorquinos que podrían ser elegibles no se han registrado porque aún no cumplen el requisito de educación del programa. Los inmigrantes deben probar ser graduados de secundaria o estar inscritos en un programa educativo calificado como los apoyados por la Iniciativa de educación de DACA para cumplir este requisito. Las personas que han recibido un descargo con honores de los cuerpos militares también pueden ser elegibles para DACA.  

La Iniciativa ofrecerá servicios educativos tales como clases de inglés y equivalencia de secundaria a través de nueve organizaciones comunitarias dirigidas por por los siguientes colaboradores de la Iniciativa: BronxWorks, Fifth Avenue Committee, Jacob A. Riis Neighborhood Settlement, LaGuardia Community College, Make the Road New York, NYC College of Technology, Northern Manhattan Improvement Corporation, NYU Lutheran Family Health Centers y la Biblioteca Pública de Queens.

Una vez inscritos, los participantes tendrán la oportunidad de trabajar con trabajadores sociales que los ayudarán a evaluar sus necesidades y establecer objetivos, conectándolos con servicios sociales, vocacionales y otros programas educativos. “Como ciudad que valora los aportes de sus comunidades inmigrantes, la Iniciativa de educación ActionNYC DACA avanza más en el apoyo a personas que son potencialmente elegibles para DACA, de modo que puedan permanecer aquí con sus familias. Trabajar con organizaciones comunitarias que conocen bien a las comunidades a las que sirven es un enfoque inteligente para llegar a personas que están perdiendo la oportunidad de quedarse aquí con estatus de protección. Aplaudo al alcalde de Blasio, a la Oficina de la Alcaldía para Asuntos Migratorios y a CUNY por estar a la altura y apoyar a las familias inmigrantes de Ciudad de Nueva York”, dijo la concejal Julissa Ferreras-Copeland.

“Desde su implementación hace cuatro años, el programa DACA ha tenido un efecto sumamente positivo en las vidas de cientos de miles de inmigrantes laboriosos que viven aquí en nuestra nación. La nueva iniciativa asegurará que inmigrantes que podrían ser elegibles para DACA, pero no completaron una educación secundaria, reciban oportunidades de educación a través de proveedores locales que los ayudarán a tener acceso a este extraordinario beneficio para los inmigrantes. Elogio a la administración de Blasio por seguir dando pasos que ayudan a las familias y personas inmigrantes que luchan para alcanzar el sueño americano en Ciudad de Nueva York”, dijo el concejal Mathieu Eugene, del 40mo Distrito de Brooklyn.

“DACA ya ha impactado a decenas de miles de neoyorquinos, pero sabemos que algunos están quedando rezagados porque no tienen la educación necesaria para calificar. La Iniciativa de educación de DACA no sólo ofrece los cursos necesarios para calificar para DACA, sino que también provee asesoría jurídica y vocacional. En conjunto, es un enfoque integral a las necesidades de la comunidad inmigrantes, y uno que creo que beneficiará a miles de neoyorquinos más en los años por venir”, dijo el concejal Rafael L. Espinal, Jr.

“La ayuda para DACA es uno de los problemas más comunes que los nuevos inmigrantes solicitan en mi oficina. Aunque nunca hay una solución sencilla a los numerosos errores que acosan al proceso de inmigración en nuestro país, la Iniciativa de educación de DACA ayudará en gran medida a proveer a los solicitantes con herramientas esenciales para conocer el sistema”, dijo el concejal Peter Koo.

“La Academia de Servicios Médicos y de Salud Pública (AMPHS) se siente feliz de colaborar con MOIA en el Programa de educación de DACA como un socio de promoción. AMPHS trabaja para proveer acceso a atención médica a los desventajados en Sunset Park, Brooklyn, una comunidad mayormente inmigrante donde muchos son indocumentados o recién llegados al país. Día y noche, vemos a personas que son elegibles para recibir DACA (y por ende, seguro médico), pero no lo aprovechan porque temen hacerlo o porque no tienen los recursos para completar los requisitos de educación para solicitar en el programa. Esperamos trabajar con MOIA para abrir las puertas a nuevas oportunidades para nuestros vecinos inmigrantes”, dijo Mon Yuck Yu, vicepresidente ejecutivo y jefe de Personal de AMPHS.

“Estamos felices de ser parte de la nueva y emocionante Iniciativa de educación de DACA que proveerá a estudiantes con la oportunidad de inscribirse en clases para mejorar su dominio del inglés, prepararse para el trabajo y  profesiones, obtener un diploma de secundaria, asistir a la universidad o perseguir otras opciones de educación. Al ofrecer horarios flexibles y trabajadores sociales para un manejo individual de casos, confiamos en que los estudiantes podrán establecer metas alcanzables que lleven a avances sociales y económicos”, dijo Gil Gerena, director del Programa de inmersión de idiomas y Programas de educación para adultos de CUNY en el NYC College of Technology.

“NMIC se siente entusiasmada de ampliar su colaboración con la Oficina de la Alcaldía para Asuntos Migratorios a fin de llevar servicios legales y educativos muy necesitados a comunidades inmigrantes de bajos ingresos en Ciudad de Nueva York. Ayudar a estas personas a lograr sus objetivos educativos y profesionales, libres del miedo de la deportación o la recriminación, es esencial para la misión de NMIC y para asegurar la salud de la dinámica población inmigrante de Ciudad de Nueva York que enriquece la historia y cultura de nuestra ciudad”, dijo María Lizardo, directora ejecutiva de Northern Manhattan Improvement Corporation.

“Las clases de ESOL también ofrecerán oportunidades de movilidad social y económica a participantes elegibles para DACA, tanto a través de su programación educativa como de conexiones con servicios de desarrollo de la fuerza laboral y de trabajo social”, dijo Kathy Hopkins, vicepresidente de Programas comunitarios de NYU Lutheran Family Health Centers. “NYU Lutheran Family Health Centers es un orgulloso defensor de los servicios para el fortalecimiento de las familias. Al hacerlo, nuestra red sigue cubriendo deficiencias en la atención y maximizando un efecto positivo para todas las familias, incluyendo al creciente número de jóvenes adultos en la comunidad”.

“Muchos de los clientes de nuestra biblioteca son exactamente esos que ActionNYC busca ayudar”, dijo Dennis M.
