Connecting Providers and Families

ACS does not directly refer children to early care and education programs and/or providers. Each licensed provider must reach out to families in their community to let them know of the availability of service at their location. Families then have the option of contacting a provider.


Transferring a Voucher

A parent with a current ACS voucher can change providers at anytime by contacting the ACS Voucher Enrollment Unit (VEU) at (212) 393-5361 or (212) 361-5796, or send an e-mail request to Contact ACS, and requesting a transfer voucher. VEU will send instructions along with a transfer voucher packet to the parent. For parents in receipt or applying for Cash Assistance, they should visit their HRA Job Center.


Licensed/Registered Family Child Care Providers

Licensed/Registered Family Child Care Providers are eligible to become affiliated with EarlyLearn NYC Family Child Care Networks. Among the many benefits of joining a Network, a home-based provider will be referred eligible children directly though their respective Network.

Becoming a Voucher Program or Provider

A program or provider that is licensed by DOHMH to provide child care must become affiliated with ACS in order to accept vouchers to provide child care.

The first step is to call the ACS Early Care and Education call center in order to be sent an application packet at (212) 835-7610.

Interested programs/providers must submit the completed application along with certain supporting documents, including a copy of their permit/license/registration from NYC DOHMH or NYS OCFS, as well as original documents such as a W-9.

Upon enrollment in the ACS system, the program/provider may receive enrollments from HRA and ACS if a parent or guardian wishes to enroll their child(ren).
