Licensees must maintain a customer register that contains, among other things, a complete and accurate list of all customers served. The customer register is to be reported quarterly. The submission periods are below:

You can use two different methods to submit your customer register data to BIC. If you choose Method 1 or Method 2, a complete and up-to-date customer register shall be filed quarterly. Once you choose a method, you cannot change to another method without BIC approval.
Method 1: The BIC Online Portal (BIC-OP). The BIC Online Portal (BIC-OP) will allow you to log-in at any time to easily and efficiently update the required Customer Register information for your business.
To help you understand BIC-OP, we have created online tutorial videos that describe the steps to log-in, to add or change customer information, to certify and file your customer register, and to request an exemption from filing a Customer Register. Method 2: Provide BIC with Customer Register data in a comma-separated-value (.CSV) text file format. Please view the new template for the Customer Register. If you choose Method 2, you must click this link to Email the Customer Register data file (in .CSV format) to BIC in addition to the signed certification form. Please view the certification form.
**Note: Any customer register data that is filed in the wrong format, is incomplete, or contains errors will not be accepted and will be returned to the licensee.**
You may apply to the Commission for an exemption from the customer register reporting requirements for this reporting period if you
(1) do not collect putrescible waste or recyclable materials from regular customers;
(2) do not have any customers in New York City;
(3) only collect construction and demolition debris; or
(4) only perform on-call work. To apply for an exemption, you must log into the Commission’s Online Portal and request an exemption.
All previous exemptions were valid only until January 31, 2018. You now must either file your customer register data with the Commission for the 1st Quarter 2018 or apply for a new exemption.
