Dwayne C. Sampson

While serving four years as President of the Conference of Minority Transportation Officials (COMTO) – New York State Chapter Dwayne C. Sampson has demonstrated a passion and vision to provide service and real opportunities for people and businesses of color involved in New York transportation. In his leadership role, Mr. Sampson sought to create a more "level playing field" for members' access to jobs, promotional, and contract opportunities. He steadfastly believes that these are the pathways to lasting prosperity for our community.

While ending his tenure at COMTO Mr. Sampson realized that a greater effort was needed to "Transport the Next Generation" of Transportation, Design and Construction professionals. It is here that the Transportation Diversity Council (TDC) was born in October of 2010. Mr. Sampson is the Founder and President/CEO of TDC, and he envisions partnering with communities, transportation agencies and businesses to ensure that true diversity and full and representative participation hold sway in the industry, and that all of America's citizens participate and gain training, contracts, and employment in one of the most lucrative sectors in our economy. Mr. Sampson has established TDC's core values of Citizenship, Passion, Respect, and Integrity. Mr. Sampson developed TDC's organizational structure so that it will impact hundreds, if not thousands, of youth each year, providing them with mentoring, internships, scholarships, fellowships, motivation, and hope.

Mr. Sampson and TDC have partnered with the New York City Department of Education and Smalls Electrical and Construction to provide executive community leadership to the formation of a new school whose doors opened in September, 2011. The School's name is Bronx Design and Construction Academy, which is located in the South Bronx, New York, and which is perhaps one of the poorest Congressional Districts in the nation. Mr. Sampson and TDC have set a course to service this community by hosting the school as one of the founding partners. Further, Mr. Sampson is currently on the Executive Committee – New York Branch of the NAACP.

Mr. Sampson retired in May 2017 from MTA New York City Transit after 23 years of dedicated service where, for the past five years he has held the position of Superintendent, Maintenance Operations with the Department of Buses. He has incorporated three guiding principles in developing programs and activities to lead his organizations toward becoming leaders in the nation. These principles are Service, Professionalism, and Visibility.

Dwayne C. Sampson is a quiet and soft spoken person who is determined to bring about increased opportunity in the transportation community. He earned a Bachelor of Science degree from the University at Albany, and a Master's degree in Public Administration from Baruch College.
