TGNCNBI Task Force

Call to Nominate Members on the New York City Task Force on Issues Transgender, Gender Non-Conforming, Non-Binary, and/or Intersex People Face in Custody

The Board of Correction, the independent oversight agency for the New York City jail system, is convening a task force with government and community representatives to identify and address issues that transgender, gender non-conforming, non-binary, and/or intersex people face in custody. The Board hopes to convene this advisory task force with 10-20 volunteers to provide recommendations to the City. Local Law 2019/145 commissions the Board to convene this task force (see the New York City Council’s press release here).

The Board is accepting nominations for the task force. This nomination process is for community members to nominate themselves or others for membership in this task force. The nomination period is open until September 15, 2019 at 5pm EST. The final determination of task force membership will be displayed on this webpage on September 22, 2019.

Task force members will be asked to attend quarterly meetings in-person (preferred) or virtually, prepare materials for meetings (as necessary), and draft and review content for the annual report on task force activities as required by Local Law. Local Law 2019/145 requires this task force to convene for five years. Task force members will be asked to serve for one year terms and have the option to renew their membership each year.

Task force members will be provided reimbursement for reasonable transportation costs and light refreshments for each quarterly meeting.

Preference will be given to nominees who:

  • identify as transgender, gender non-conforming, non-binary, and/or intersex;
  • have been previously incarcerated or are currently incarcerated;
  • have knowledge about NYC jails; and
  • demonstrate experience working on issues that transgender, gender non-conforming, non-binary, and/or intersex people face in custody.
  • formerly or currently incarcerated (preference for individuals formerly or currently incarcerated in the New York City Department of Correction’s Transgender Housing Unit);
  • Are a representative of a service provider that addresses transgender, gender non-conforming, non-binary, and/or intersex individuals in custody; or
  • Are a representative of an organization that addresses issues related to transgender, gender non-conforming, non-binary, and/or intersex individuals.

Please make sure to nominate individuals, not organizations. If there are organizations that you would like to suggest that we reach out to participate in the task force, please reach out to Director of Prison Rape Elimination Act (PREA) Andrea Mufarreh (amufarreh@boc.nyc.gov) and Research Associate Heather Burgess (hburgess@boc.nyc.gov).

You are permitted and encouraged to nominate yourself. Only one nomination per person is required. Several nominations for one person will not be given a higher preference.

If there are two nominees from the same service provider or organization, it is possible that only one person will be chosen to participate as a member in the task force to ensure the participation of other service providers and organizations.

If you have any questions about the task force or the nomination process, please reach out to Andrea Mufarreh (amufarreh@boc.nyc.gov) and Heather Burgess (hburgess@boc.nyc.gov). You may also call the Board of Correction at 212-669-7900.

Nominations will be accepted via the submission form below, by email to Andrea Mufarreh (amufarreh@boc.nyc.gov) and Heather Burgess (hburgess@boc.nyc.gov) and by mail to 1 Centre St., Room 2213, New York, NY 10007. If you are sending in your nomination by email or mail, please make sure to note: the name of the nominee, state the person’s eligibility for the task force, and describe how this person’s participation would benefit the task force.

The nomination period has closed.
