As you may have noticed, since January of this year, the BSA has been posting to its website and emailing to the regular BSA applicant community, a series of “Administrative Notices.” These Notices are intended to clarify policies that the BSA has been developing over the last several months and to provide clearer instructions to the applicant community. Some of these notices modify prior practices to respond to recently passed legislation affecting the BSA or to changes in building codes, zoning regulations, etc. Others are intended to improve upon past practices. The BSA welcomes the applicant community’s constructive comments on the substance of the Notices. Some Notices will require tweaking once BSA Staff has had an opportunity to evaluate their effectiveness and clarity. Eventually, the Administrative Notices will either be codified into the BSA Forms and Instructions, or will be introduced, pursuant to the City Administrative Procedure Act’s (CAPA) notice and comment process, as new or modified rules under Title 2 of the Rules of the City of New York (RCNY).
