Boiler Work & Site Requirements
Permits for boiler work are only issued to a Licensed Master Plumber or Licensed Oil Burner Installer (LOBI). Only these Licensees, or the employees they supervise, may work on piping systems.
LMPs and LOBIs must have a place of business in New York City — not a home office. NYC Administrative Code §28-401.18 requires the LMP to include their license number and business information on trucks, business cards and advertisements. See the NYC Administrative Codes §28-408 and §28-410.
Boiler Work Permit
Licensed Contractors must register first to use the Department’s online permit processing E-Permit system. A permit application must be completed online by the licensed or registered Contractor for the issuance of a boiler work permit. Prior to issuing a permit for the approved project, the following are required:
- Payment of any unpaid project application fees
- Identification of responsible Special Inspection Agencies
- Request for waiver of penalties, stop work orders or violations (former L2 Form).
- Licensee must have his license and insurance active and current
Work Site Safety Requirements
The Administrative Code of the City of New York §28-301.1 requires Owners to maintain their properties in a safe condition. Property Owners, Contractors and Construction Site Managers must minimize the risk of accidents and fire.
Site Safety Regulations
- Smoking on construction sites is illegal. NYC Building Code §3303.7.3 and NYC Fire Code §1404.1.
- Tobacco, lighters and matches are prohibited on asbestos abatement sites. Local Laws 35/09 and 36/09.
- Open fires are illegal on construction sites. NYC Fire Code §1404.3.
- Approved portable fire extinguishers must be available on floors where combustible materials or liquids are stored, combustible waste is being generated and at the entrance of each storage and construction shed. NYC Fire Code §1415.1.
- Temporary heating equipment used at construction sites. NYC Fire Code §1403.
- If you have a Fire Department variance to use a coal-fired heater, you must minimize the fire load on concrete construction projects. NYC BC §3303.6 and NYC Fire Code §307.2.2. To apply for a variance, contact FDNY’s Bureau of Fire Prevention at (718) 999-2377.
- Store materials away from flames. NYC Fire Code §308.2.
- When work involves relocation or modification of Sprinkler, Standpipes, Fire Protection Systems, etc., contractor must notify FDNY and obtain approval if required. NYC Building Code §3303.7and BC §3303.8.
- Follow Tenant/Occupant Protection Plans. NYC BC §3303.10.
- Build shanties or contractor sheds with fire-retardant or non-combustible materials and locate them in safe areas. NYC Building Code Section 3303.1.3.
- Provide proper fire protection devices. NYC Building Code §3303.7.2 and NYC Fire Code §1408.4.
- Comply with Electrical and Fire Codes and, where possible, use hardwired electric heaters or portable electric heaters with auto shut-off.
- Scaffold safety, per NYC BC 3314.
- Fall protection such as safety netting, per NYC BC 3308.3, and worker training, per NYC BC 3319.10.
- High pressure gas storage, per NYC FGC 301.7.2 and the NYC Fire Code.
- Construction sites must meet the requirements of NFPA 14 as modified by the NYC Building Code, Appendix Q
During Cold weather:
- Protect all sprinkler and standpipe lines from freezing. NFPA 14 §184.108.40.206.
- Never thaw frozen pipes with a flame. Flames cause fires and steam explosions.
- Check valves to be sure they’re dry. Dry valves don’t freeze.
- Use heat trace tape along pipes in problem areas.
- Open a faucet near the frozen area to release melting ice vapors.
- Carefully thaw frozen areas with a heat gun, heat lamp or space heater.
- Have your roof water tank checked to be sure it’s protected from freezing. NFPA 14 §9.1.4(4)e.
- When hydrostatically testing standpipes in freezing temperatures, follow NFPA 14 §11.4.5.
- In occupied spaces, follow the Tenant Protection Plan.
