Plumbing Work & Site Requirements

The Department issues Licensed Master Plumber (LMP) licenses to Contractors qualified to perform plumbing, standpipe and sprinkler work (for less than 30 heads). Permits for plumbing and fire suppression work are only issued to a Licensed Master Plumber or Licensed Master Fire Suppression Contractor (LFSC). Only these Licensees, or the employees they supervise, may work on piping systems.

LMPs and LFSCs must have a place of business in New York City — not a home office. NYC Administrative Code §28-401.18 requires the LMP to include their license number and business information on trucks, business cards and advertisements. See the NYC Administrative Codes §28-408 and §28-410.

Plumbing Work Permit

Licensed Contractors must register first to use the Department’s online permit processing E-Permit system. A permit application must be completed online by the licensed or registered contractor for the issuance of a plumbing work permit. Prior to issuing a permit for the approved project, the following are required:

  1. Payment of any unpaid project application fees

  2. Identification of responsible Special Inspection Agencies

  3. Request for waiver of penalties, stop work orders or violations (former L2 Form).

  4. Licensee must have his license and insurance active and current

Work Site Safety Requirements

Keeping Pipes Safe

Construction sites must meet the requirements of the 2007 edition of the NFPA 14 (National Fire Protection Association), as modified by the NYC Building Code.

  • Protect all sprinkler and standpipe lines from freezing. NFPA-14 §6.1.2.3.
  • Never thaw frozen pipes with a flame. Flames cause fires and steam explosions.
  • Check valves to be sure they’re dry. Dry valves don’t freeze.
  • Use heat trace tape along pipes in problem areas.
  • Open a faucet near the frozen area to release melting ice vapors.
  • Carefully thaw frozen areas with a heat gun, heat lamp or space heater.
  • Have your roof water tank checked to be sure it’s protected from freezing. NFPA 14 §9.1.4(4)e.
  • When hydrostatically testing standpipes in freezing temperatures, follow NFPA 14 §11.4.5.
