Winsome Thelwell, Chief of Investigations

As Chief of Investigations, Winsome Thelwell is an executive leader of the Investigations Division of the CCRB. She is responsible for supervising all facets of the division, including providing guidance and leadership to the more than one hundred civilian investigators, their managers and directors. Using her two decades of experience at the CCRB as an Investigator, Investigations Manager, and later as Deputy Chief of Investigations, Ms. Thelwell now formulates and implements policies for the efficient management of the thousands of investigations the agency conducts each year. She collaborates with other CCRB executive staff members, CCRB board members, NYPD executives, and leadership from other external entities to ensure that all investigations conducted by the CCRB are fair, impartial, and treated with integrity. Ms. Thelwell dedicates herself to mentoring and supporting investigators, many of whom now serve in critical leadership roles within the Investigations Division and across the agency. Ms. Thelwell holds a Master of Public Administration from New York University, and a Bachelor of Science in Psychology from the City University of New York.
