Substantial Policy Discretion
Pursuant to Board Rules § 1-02, City agencies are required to file by February 28th of each year a list of public servants who have “substantial policy discretion.” Public servants with “substantial policy discretion” (also known as "policymakers") are subject to additional requirements under the City’s conflicts of interest law, specifically found in City Charter § 2604(b)(12) and § 2604(b)(15), and are required to file Annual Disclosure Reports with the Board.
