Paid Care Division

Local Law 98 of 2016 established a new Division of Paid Care within the NYC Department of Consumer and Worker Protection (DCWP)—formerly the Department of Consumer Affairs (DCA)—to focus on the needs of paid care workers, such as domestic workers and home health aides who are often women and immigrants, and develop education and other resources.

The Division will:

  • Develop policies and programs for paid care workers
  • Conduct public outreach and information campaigns for paid care workers, employers, and care recipients
  • Conduct and promote research on the paid care industry
  • Coordinate with appropriate stakeholders to provide development programming and training

This Division is the first-ever dedicated City resource to address the specific needs of the hundreds of thousands of paid care workers in New York City’s labor force.
