Who We Are

The NYC Department of Citywide Administrative Services (DCAS) makes city government work for all New Yorkers. Our commitment to equity, effectiveness, and sustainability guides our work providing City agencies with the resources and support needed to succeed, including:

Administration

  • Offers key support services to the agency:

Citywide Equity and Inclusion

  • Positions the City as an innovative global leader in equitable employment practices
  • Guides 80+ City agencies on the application of the Citywide Equal Employment Opportunity (EEO) policy
  • Helps develop training for the City workforce on EEO compliance, diversity, and equity and inclusion
  • Educates the public and employees on civil service career opportunities, including helping people with disabilities access City jobs
  • Designs and implements Citywide diversity and inclusion programs and initiatives

Citywide Procurement

  • Procures over $1 billion worth of goods and services annually for City agencies and other government offices
  • Oversees contracts, quality assurance, and supply chain management
  • Helps secure contracting opportunities for M/WBE vendors
  • Warehouses and distributes essential goods to City agencies and provides critical emergency response support
  • Manages the transfer, sale, or safe disposal of City agencies' surplus goods

Construction and Technical Services

  • Provides architectural, engineering, electrical, project management and other specialty services
  • Oversees field inspections and provides condition assessments and recommendations to address maintenance needs
  • Collaborates with DCAS Facilities Management to provide in-house services, including maintenance, repair, emergency repairs to building systems, and small-scale renovations
  • Completes critical safety and rehabilitation projects at over 1,800 City-owned and managed properties

Energy Management

  • Serves as the hub for energy management and carbon reduction for government operations
  • Leads efforts to reduce energy use and emissions from City operations, including assisting agencies with achieving key citywide goals:
    • 40% emissions reduction by 2025; 50% by 2030
    • 20% reduction in energy use by 2030
    • Carbon neutrality by 2050
  • Provides various energy-related services, including:
    • Developing the City's annual heat, light, and power budget
    • Managing the City's electricity, natural gas, and steam accounts
    • Contracting resources for energy projects and programs

Facilities Management

  • Manages the daily operations and routine maintenance of 55 public buildings across the five boroughs. (i.e., cleaning, snow removal, recycling, and systems maintenance)
  • Provides fire and life safety services, including the maintenance of fire alarm systems, conducting evacuation/fire drills, and providing related training
  • Implements strategies to reduce greenhouse gas emissions and energy usage from DCAS facilities

Fiscal and Business Management

  • Provides financial management and analytic support to the agency
  • Administers the Non-Public School Security Guard Reimbursement (NPS) Program, which reimburses eligible non-public schools for unarmed security guard expenses

Fleet Management

  • Oversees the City of New York's vehicle fleet, including the fire trucks, police cars, and sanitation trucks that keep our communities safe
  • Transitioning to an all-electric fleet by 2035
  • Monitors and provides direct services to agencies on vehicle acquisitions, repairs, and surplus auctions
  • Manages the Fleet Office of Real Time Tracking (FORT), which tracks and reports on over 23,000 City vehicles and school buses
  • Leads Vision Zero initiatives in fleet safety, including safety training and improved vehicle design
  • Publishes the City's fleet rules, driver manuals, and sustainability plans; and works with DOI on enforcement

Human Capital

  • Runs the civil service system for the City of New York
    • Administers over 180 civil service exams to over 110,000 people each year
    • Helps City agencies meet hiring needs
    • Oversees background investigations of City employees
  • Offers professional development and training programs for City employees
  • Maintains data on the City's workforce, including producing the City's Workforce Profile Report
  • Manages the NYC Automated Personnel System (NYCAPS), the Employee Self-Service (ESS) portal, and the NYC Jobs portal, including responding to over 250,000 inquiries each year
  • Oversees the Citywide Office of Safety and Health (COSH)
  • Oversees various workforce programs, internships, and fellowships

Information Technology

Manages the establishment, development, maintenance, upgrade and administration of network infrastructure, system/user hardware, software and applications

Office of the General Counsel

  • Provides legal counsel with a citywide perspective to the commissioner and the agency
  • Liaison to the NYC Law Department

Real Estate Services

  • Allocates City-owned real estate
  • Acquires property on behalf of City agencies, either through lease or purchase
  • Oversees design and project management of construction at all leased sites
  • Manages leasing of City-owned real estate for private use
  • Promotes and enforces equitable and efficient space standards in City offices
  • Incorporates industry best practices in office design to support the well-being of the City's workforce
  • Maintains a database of land owned by the City
