Each City agency or organization whose utility energy costs are paid for by the City of New York is required to designate an Energy Liaison Officer (ELO).

ELOs have four major responsibilities. First, ELOs are charged with reviewing and sharing monthly energy usage reports within their agency. Second, they are responsible for notifying DEM about any billing concerns that they identify. Third, ELOs are charged with informing DEM about any changes to utility accounts, such as those that are created when an agency moves to a new building. Finally, they are responsible for serving as a point of contact on energy-related issues.
