Citywide Learning & Development (L&D) is the central source of training within New York City government for managerial, clerical, professional and technical employees. Through our Citywide Training Center (CTC), L&D offers agencies a full curriculum of open enrollment courses, workshops and seminars to meet the training and development needs of City employees at all levels. L&D faculty and consultants are drawn from government, universities, and the private sector. These trainers bring a wealth of experience to their courses, helping address employees’ skill attainment and agency issues and situations. Many programs and courses are delivered at the CTC facility, and the majority of L&D’s programs can be customized to meet agency-specific objectives. Additionally, L&D houses the Citywide IT Training Program which provides access to over 200 high-quality technical training courses and 60 certifications from industry leaders. As well, our Organizational and Executive Development programs help City managers and leaders fine-tune their current skills and enhance their knowledge through cohort programs, networking opportunities, and best practices discussions.

Mayoral and Non-Mayoral agencies that have access to NYCAPS must register staff for training through the NYCAPS training module.
Agencies that do not have access to NYCAPS may complete the Citywide Training Center Application and submit via fax to: 212-313-3439.
