Hunts Point Wastewater Resource Recovery Facility

The New York City Department of Environmental Protection (DEP), on behalf of the City of New York, is proposing to make improvements to the Hunts Point Wastewater Resource Recovery Facility located in the Hunts Point section of the Bronx. The proposed upgrade, Phase III in a multi-phase program, involves construction and upgrading to improve solids handling facilities and includes: construction of new sludge digesters and a digester gallery, replacement of sludge thickener collector mechanisms, replacement of a gas holding tank, replacement of existing waste gas flares with three new enclosed waste gas burners, renovation of existing digesters and sludge storage tanks, and installation of an emergency generator. The Phase III Upgrade is needed to replace facilities that are nearing the end of their useful life. The Phase III Upgrade requires construction and construction staging on the existing plant site, as well as on an additional 5.5-acre vacant parcel of City-owned land, which is located to the northwest of the existing plant boundary. The proposed action also includes the construction of carbon and polymer addition facilities to enhance nitrogen removal.

2020 CEQR Technical Memorandum

DEP has issued a Technical Memorandum for HP-238: New Anaerobic Digester Facilities at the Hunts Point Wastewater Resource Recovery Facility (CEQR # 05DEP023X).

DEP published a Final Environmental Impact Statement (FEIS) for the Hunts Point Wastewater Resource Recovery Facility Phase III Upgrade on July 12, 2007. The proposed design has since been modified: the FEIS analyzed egg-shaped digesters, while the current design proposes four new conventional silo-shaped digesters massed closer together; the project schedule has also changed.

This Technical Memorandum presents a review of critical technical areas and potential impacts of the proposed design within the context of the prior analyses. As discussed in the Technical Memorandum, the proposed new design does not alter the findings of the FEIS.
