Industrial & Commercial Stormwater Program

The New York State Department of Environmental Conservation (DEC) requires certain industrial facilities to obtain a Multi-Sector General Permit (MSGP) for stormwater discharge from industrial activities (GP-0-17-004) as part of the State Pollution Discharge Elimination System (SPDES) Permit Program. Although DEC administers the MSGP, the New York City Department of Environmental Protection (DEP) implements an Industrial and Commercial (I/C) Stormwater Program in the municipal separate storm sewer system (MS4) area of New York City. Through the I/C Program, DEP inspects MSGP facilities and takes enforcement actions if necessary. DEP also assesses unpermitted facilities to determine if their stormwater contributions fall under the SPDES Permit Program.
