M/WBE Mission


The New York City Department of Correction (Department) strives to continue the City of New York commitment to encourage a successful, competitive, and diverse business environment with special emphasis on historically underserved groups. The Department actively promotes and encourages the participation of Minority and Women-Owned Business-Enterprises (M/WBE) firms via Pre-Bid Conferences, Post Award Debriefings, M/WBE vendor events, and workshops to address the Department diverse portfolio of services and/or goods.The Department makes good faith efforts to utilize City-Certified M/WBE vendors whenever possible and encourage M/WBEs to propose on all solicitations.

City agencies can award contracts of up to $1,500,000.00 for goods, professional services, standard services and construction directly to City-certified M/WBEs without formal competition using the M/WBE Noncompetitive Small Purchase Method. This streamlined process makes it easier for the City to do business with M/WBEs. Don't miss out! M/WBE Noncompetitive Method


The Department may make non-competitive small purchases of up to $1,500,000.00 directly from New York City-certified M/WBEs. Examples of such purchases are:

IT Hardware and Software
Construction and Construction Related Services
On-Call Service/Repair of Mechanical equipment
Training and Development workshops

The Adams Administration is committed to bringing equity into the City’s procurement processes and maximizing the use of Minority- and Women-Owned Business Enterprises (M/WBEs) to support NYC's M/WBE program and small businesses through economic and financial opportunity. To achieve this goal, DOC is pleased to announce the launch of prequalified lists for the industries below. A prequalified list (PQL) is a tool that DOC will utilize to qualify vendors and contract goods that are essential to the function of the department, streamlining the process for vendors and DOC.
