DOC APPOINTS JOSHUA YOUNG AS DEPUTY COMMISSIONER OF MANAGEMENT ANALYSIS & PLANNING


East Elmhurst, NY – April 22, 2022 – DOC is pleased to announce the appointment of a leader in transformative criminal justice change and an expert in law enforcement best practices, Joshua Young, to the newly-created role of Deputy Commissioner of Management Analysis & Planning.

Young will oversee the new Management Analysis & Planning Unit that Commissioner Louis A. Molina has created to make more informed, evidence-based decisions regarding jail operations.

In his new position, Young will serve as a senior advisor to Commissioner Molina and will be responsible for developing policy and budgetary plans related to critical department-wide programming, as well helping to fine-tune the allocation of resources & personnel.

Young will also be responsible for overseeing the creation of in-depth analysis and statistics that the department and City Hall will use to make more knowledgeable decisions about the allocation of resources.

Deputy Commissioner Young is an Executive Fellow at the National Police Foundation in Washington D.C. and is a LEADS scholar. LEADS is a program supporting the professional development of law enforcement officers.

DC Young has delivered large-scale transformation initiatives in every major branch of the criminal justice system. He combines experience as a consultant focusing on Criminal Justice transformation initiatives at one of the largest multinational accounting and consulting firms with a comprehensive set of professional experiences in which he improved outcomes in criminal justice situations. Young is adept at implementing sustainable, evidence-based practices specializing in changing law-enforcement practices for the better.

Young brings a wealth of experience to the role. In 2013, he co-founded the American Society of Evidence-Based Policing, an organization designed to drive the conversation towards more effective and fairer research-based practices to prevent crime and reduce harm. Before joining the agency, Young was Deputy Senior Vice-President at the Center for Policing Equity, where he produced analysis and worked on projects designed to reduce racial disparities in public safety.

He has worked on projects relating to redesigning jail models and reducing recidivism, improving police response times through better allocation of staff, and working on organizational transformation at multiple police & public safety departments.

Young also has a background working as a police officer. He served as a Police Corporal, Detective, and SWAT Tactical Operator at the Ventura, California Police Department.

DC Young has a master’s degree in Applied Criminology and Police Management from the University of Cambridge (U.K.).
