Neighborhood Development Area (NDA) Programs Concept Paper

In accordance with section 3-16(j) of the Procurement Policy Board Rules, the Department of Youth and Community Development (DYCD) is excited to release the Concept Paper for the Community Services Block Grant, Neighborhood Development Area (NDA) Programs. NDA programs target low-income communities and provide strategies that address the needs of older youth, the working poor, immigrants, and struggling families through education and employment services, literacy services, and assistance to individuals and families in accessing community and social services. Programs will also promote community development through addressing safety and crime issues and supporting business development.

We encourage those interested in this program to please comment at CP@dycd.nyc.gov by February 28, 2020. Please enter “NDA Concept Paper” in the subject line. Comments received will assist with developing a request for proposals, which is anticipated to be released early Spring of 2020.

NYC UnityWorks Program Concept Paper

In accordance with section 3-16 (j) of the Procurement Policy Board Rules, the Department of Youth and Community Development (DYCD) will be issuing a Concept Paper for the NYC UnityWorks Program.

Unity Works is a new model which will look to serve runaway and homeless youth (RHY) as well as youth at risk of homelessness who are 16-24 years of age; lesbian, gay, bisexual, transgender, queer, intersex, or other sexual/gender minorities (LGBTQI+); and currently not working, not in school, or in need of additional employment or literacy skills. The program will prepare participants to secure entry-level employment in a career pathway by offering a continuum of education and employment services including literacy instruction, HSE prep, work readiness training, paid work experiences, industry-recognized credentials and placement in employment, advanced training, or post-secondary education. Participants will also receive comprehensive support services tailored to their individual needs.
