DYCD contracts with various community-based organizations that provide services and activities for youth and low-income populations.


Horizon Program Request for Proposals

Release Date: December 21, 2018

DYCD is looking for a nonprofit organization to provide year-round services for youth detained at the Horizon Juvenile Center in Mott Haven, Bronx. Horizon is a secure juvenile detention facility operated by the Division of Youth and Family Justice (DYFJ) within the Administration for Children’s Services (ACS). The primary goal of the program will be to provide high quality, engaging activities and supportive relationships that foster social and emotional wellbeing, build life skills, and offer opportunities for youth to explore career pathways that build on their strengths and reflect their interests.

Summer Youth Employment Programs Request for Proposals

The Department of Youth and Community Development (DYCD) is excited to release the following three Request for Proposals (RFP) for the Summer Youth Employment Program (SYEP) through the HHS Accelerator system. DYCD is looking to fund a variety of program models that will strengthen New York City’s workforce development system and help young people gain the support, educational credentials, and skills needed to succeed in today’s and future economy.

Organizations prequalified in the relevant service areas will be able to view and apply to these RFPs through the Accelerator system.

SCHOOL-BASED SYEP- EPIN: 26019I0004
The SYEP School-Based model is designed to strengthen connections between academic learning and summer career exploration. In this model, select New York City public high schools and SYEP contractors will work collaboratively to implement both school year and summer program components. Please view the RFP in HHS Accelerator for a list of eligible school sites.


COMMUNITY-BASED SYEP- EPIN: 26019I0005
SYEP Community-Based model will serve youth age 14-21 throughout New York City. This model will provide youth with paid summer experiences that: 1) introduce them to the world of work and expose participants to career pathways and opportunities 2) help build essential work readiness skills, and 3) orient participants to educational pathways that support career and life goals.

SPECIAL INITIATIVES SYEP- EPIN: 26019I0006
DYCD is seeking appropriately qualified contractors to implement the service options in the Special Initiatives SYEP RFP. The Special Initiatives RFP comprise multiple service options designed to expand access to different youth populations. While allowing for customized services based on the needs of each group, these service options will each introduce youth to career pathways and the world of work while helping them build essential work readiness skills and understand the educational prerequisites for their career and life goals.

Residential Services for Homeless Young Adults (HYA)

DYCD is excited to release the Residential Services for Homeless Youth (HYA) Request for Proposals (RFP).  This initiative includes funding that enables DYCD, for the first time, to support residential services for homeless young adults 21 to 24 years.  DYCD is seeking appropriately qualified non-profit organizations to provide Crisis Services and Transitional Independent Living programs designed to serve this population.

COMPASS Elementary  and SONYC Programs (Public Schools) Request for Proposals (RFP) 2018

The Department of Youth and Community Development (DYCD) is excited to release, two RFPs for the COMPASS Elementary and SONYC Middle School programs in public schools through the HHS Accelerator system.  Organizations prequalified in the relevant service areas will be able to view and apply to this RFP through the Accelerator system.

COMPASS Elementary Programs:

COMPASS Elementary programs seek to promote positive youth development, foster social and emotional skills, and encourage youth leadership through engaging activities that incorporate hands-on learning in safe, welcoming environments.
DYCD is seeking qualified non-profit organizations to operate year-round COMPASS  elementary-level after school programs, serving students in grades K-5, in public schools listed in the List of Eligible Public Schools, which can be found with RFP EPIN: 26018I0006.

SONYC Middle School Programs:

SONYC programs encourage youth to pursue their passions and develop new interests with support from qualified and caring adults. They offer participants opportunities to experience the joy of learning outside the classroom while fostering social, emotional and cognitive skills.

DYCD is seeking qualified nonprofit organizations to operate year-round SONYC programs for students in grades 6 to 8 at the eligible sites listed in the List of Eligible Public Schools, which can be found with RFP EPIN: 26018I0007.

    The Department of Youth and Community Development (DYCD) is proud to release three Runway and Homeless Youth Services (RHY) Request for Proposals (RFP). Through these RFPs, DYCD is seeking appropriately qualified not-for-profit organizations to operate these services for runaway and homeless youth and youth at risk for homelessness in New York City and their families. Please see below for more information regarding each of the RFPs.

    Runaway and Homeless Youth Drop-In Centers; EPIN: 26018I0002

    The primary purpose of the Drop-In Centers is to prevent youth homelessness or minimize its duration. Drop-In Centers have a broad role. They are resource hubs for the whole borough in which they are located, and they conduct outreach, provide information, and educate the public about youth homelessness and its causes. They also provide a range of direct services for RHY and youth at risk for homelessness and their families.

    Runaway and Homeless Youth Street Outreach Services: 26018I0003

    The purpose of Street Outreach is to help prevent youth homelessness or minimize its duration by distributing information to homeless youth and youth at risk for homelessness about available services and responding to their urgent needs, e.g., for food, clothing, first aid, transportation, etc. Street Outreach workers help youth access the range of RHY services funded by DYCD including arranging for transportation to a crisis shelter or other safe location and offering referrals to services that can assist them.

    Runaway and Homeless Youth Crisis Shelters and Transitional Independent Living Program (open-ended RFP): 26018I0004

    Please note this RFP will be closing on Tuesday, April 3, 2018 at 2:00pm. All proposals must be submitted in HHS Accelerator by this due date  and time.  No additional proposals will be accepted after.

    Crisis- Shelters

    The purpose of crisis shelters is to provide emergency shelter and services with the primary goal of reuniting youth with their families, or, if that is not possible, finding them appropriate longer-term placements.

    TIL Programs

    TILs offer transitional housing placements for youth (and in some cases, their dependent children) who cannot, currently, return home to their families and have been assessed as suitable for programs designed to teach independent living skills.

    Pre-proposal Conference

    The pre-proposal conference for all three RFPs will be held on Monday December 18, 2017 at 2:00pm at the Department of Youth and Community Development; 2 Lafayette Street, 14th floor Auditorium New York, NY 10007.

    Proposal submission

    The due date for the RHY Drop-in Center and RHY Street Outreach RFPs is January 10, 2018 at 2:00PM in the HHS Accelerator system.

    The RHY Crisis Shelters and Transitional Independent Living Program is an open-ended RFP that will remain open for an indefinite period. While there is no prescribed due date for proposal submission, to ensure that additional beds will be operating as of July 1, 2018, the due date for the first round of proposals for FY2019 will be January 10, 2018 at 2:00 PM.

    Procurement Title: Fiscal Agent RFP - 26018P0001

    The Fiscal Agent Request for Proposals is seeking an appropriately qualified vendor to:

    • Provide fiscal agent services, including but not limited to, accounting, disbursement and reporting, payroll, and other services to approximately 700 human services providers under contracts funded by City Council discretionary funds that are valued at $25,000 or less, and approximately 30 contracts that are mandated by DYCD to use a fiscal agent, as well as approximately 10 other contracted providers that elect to avail themselves of these services.
    • Process approximately 800 stipends and other related payments annually to DYCD’s 42 Neighborhood Advisory Boards (NABs) and the Community Action Board (CAB), which support the programs funded by the federal Community Services Block Grant.

    A pre-proposal conference will be held on February 8, 2018 at 2:00pm, 2 Lafayette Street, 14th Floor New York, NY 10007. Attendance by proposers is optional but recommended by DYCD.

    Procurement Title: Beacon Community Centers Reissue 2017

    The Beacon Community Centers serve youth from Kindergarten through age 21 and adults ages 22 and older including seniors.     The Beacon Re-issue is seeking qualified nonprofit organizations to operate a Beacon Community Center at J.H.S. 54 Booker T. Washington School and the Bronx Alliance Middle School.  Each school site is a separate competition.

    The Strengthening Cultural Competency in Beacon Programs RFP is seeking a  qualified contractor to provide capacity building support and professional development in the area of cultural competence to eleven newly funded Beacon programs. The contractor would develop a strategic plan that would encompass assessment of the Beacons’ needs in the area of cultural competence, assisting the Beacons to strengthen skills appropriate to cross-cultural interactions, and evaluation of the success of the interventions. The overall intent of the capacity building efforts would be to shift the climate of each organization toward a more sensitive, competent, and holistic approach to providing services to participants who embody many diverse characteristics.

    The anticipated contract term will be from January 1, 2018 to June 30, 2020 with an option to renew for up to three additional years.
