A tax practitioner with more than 35 years of corporate and professional services experience, Harry Leonard was appointed deputy commissioner of the New York City Department of Finance’s Tax Audit & Enforcement Division in January 2015. He previously served as assistant commissioner of the Office of Tax Audit.
Harry’s areas of expertise include state and local taxation, multi-state strategic planning, mergers and acquisitions, audit defense, and financial accounting. He leads a number of strategic initiatives for the agency, including enhancing various processes and development of our new case management system.
Prior to his employment at the Department of Finance, Harry served in various senior capacities for Prudential Securities, Deloitte & Touche, the Mocatta Group, Citigroup, and Bear Stearns/JP Morgan Chase. Harry has held senior leadership roles in the Securities Industry Association, the New York Bankers Association, the Business Council of New York State, the Partnership for New York City, and the Council on State Taxation. He has also served as president of the Board of Education of the Lynbrook Union Free School District, and in leadership roles for various other civic and charitable organizations.
Harry holds an LL.M. (taxation) from New York University School of Law, and a Juris Doctor from New York Law School.
