The 2019 Awning and Accessory Sign Amnesty Program

The City of New York is reducing penalties and interest for certain awning and other accessory sign infractions issued by the New York City Department of Buildings (DOB) and judged by the Office of Administrative Trials and Hearings’ Environmental Control Board (ECB). The NYC Awning and Accessory Sign Amnesty Program allows businesses and individuals to resolve certain outstanding DOB accessory sign violations that are in judgment if the violations have been corrected. The program runs from August 8, 2019, through February 4, 2020.

To be eligible for the amnesty program, violations must be in judgment before May 10, 2019. Violations are in judgment if the City of New York has taken the legal step of filing a public record of your liability in court for the entire amount due, plus additional interest. Criminal violations and violations over $25,000 are excluded from the NYC Awning and Accessory Sign Amnesty Program. Violations resulting from a condition which created an imminent threat to public safety or health are not eligible for awning and accessory sign amnesty. Other limitations, exclusions, and eligibility requirements apply.  

By participating in the awning and accessory sign amnesty program, you can resolve your judgments by paying a reduced amount under terms that include the following:

  • If you have had a hearing on the violation and no default penalty has been assessed, you may settle at 50% of the base fine amount.
  • If you failed to attend a hearing and a default penalty has been assessed, you may settle at the base fine amount of the violation. Your interest and default penalty will be waived.

The Department of Buildings has produced a list of judgment violations that it has determined are eligible for awning and accessory sign amnesty. View the list to determine whether you have a violation that is eligible: Eligible awning and accessory sign violations.

If your violation does not appear on the list and you believe it is eligible, we encourage you to visit www.nyc.gov/citypay to confirm that the violation is in judgment and that the judgment date is before May 10, 2019. If you verify that a judgment was entered before May 10, 2019, you may submit an eligibility inquiry.

If your violation appears on the list, but is not in compliance, please take the necessary steps to correct the violation and obtain a compliance letter issued by the Department of Buildings. Once you have obtained a document issued by DOB proving that the violation is in compliance, you may proceed to apply for awning and accessory sign amnesty. Your violation must be in compliance by February 4, 2020, to be eligible.

To apply for the NYC Awning and Accessory Sign Amnesty Program:

  1. If your violation is on the list above, it is eligible for the program.
  2. You may apply for the program by contacting the NYC Awning and Accessory Sign Amnesty Program.
  3. Once we have received your request, we will confirm that the violation is in compliance and respond with further instructions.

If approved for awning and accessory sign amnesty, you must mail a signed agreement and a check for the amount you owe to:
