HPD and HDC Open Lottery for Over 150 Affordable Homes in Chelsea
City accepts applications for Fulton Houses, a newly constructed permanently affordable building in the Chelsea section of Manhattan that is being built on previously underused NYCHA property
NEW YORK, NY – The New York City Department of Housing Preservation and Development (HPD) Commissioner Maria Torres-Springer joined NYC Housing Development Corporation (HDC) President Eric Enderlin to announce that the City will begin accepting applications for 159 units of affordable housing at Fulton Houses. The development, which is being built on the grounds of the New York City Housing Authority’s (NYCHA) Robert Fulton Houses at 425 West 18th Street, features amenities such as a rooftop terrace as well as ground floor outdoor space and will be affordable to households earning a wide range of incomes. The 18-story building will be permanently affordable to low- and middle-income households, and is located in the Chelsea neighborhood of Manhattan.
“Fulton House is a clear example of this administration’s collaborative interagency approach to finding new ways to create affordable housing wherever possible. Fulton House brings 159 new homes to Chelsea, transforming what was once underused NYCHA property into opportunities for hundreds of New Yorkers to live in high quality homes that they know they can afford for the long term,” said HPD Commissioner Maria Torres-Springer. “I thank our colleagues at HDC and NYCHA as well as our partners at Artimus for their hard work and commitment to finding solutions to the affordability crisis in our city.”

Projects like the Fulton Houses development are clear examples of how we are helping ease the City’s affordable housing shortage,” said NYCHA Interim Chair and CEO Stanley Brezenoff. “The fact that this project also has a 25% preference in the lottery for NYCHA residents shows our commitment isn’t just to the City of New York, but to our residents who should have access to these exciting housing opportunities.”

The building will feature a mix of studio, one and two bedroom units, on-side laundry, and bike storage. Apartments at Fulton House will be affordable to New Yorkers earning a wide range of incomes – from $26,400 to $120,615 for an individual, and from $33,806 to $154,935 for a family of three. There is a 25% preference in the lottery for current NYCHA residents.
Fulton House is being constructed by a development team led by Artimus on approximately 11,000 square feet of underused NYCHA property at Robert Futon Houses. Artimus also committed to making capital improvements throughout the public housing campus, including upgrades to the basketball court and children’s playground, and the reconfiguration of parking to ensure parking availability for all current NYCHA parking permit holders.
The deadline to apply is September 24, 2018.More information on the City’s affordable housing opportunities, including instructions on how to apply to the affordable housing lottery, is available on HPD’s website.
