Release Date: 12/19/2018
Submission Date: 02/06/2019
After the initial deadline, HPD will re-open the application period on an annual basis from 07/01/2019 - 07/31/2019.
HPD is requesting Statements of Qualification from contractors to perform moderate rehabilitation of affordable housing projects financed by HPD for scopes of work totaling less than $1 million. HPD is prequalifying firms to support small and mid-sized building owners (3-50 units) and low-cost projects to successfully implement needed rehabilitation and energy efficiency work. HPD is particularly looking to support small building owners (between 3-15 units), and expects the bulk of projects that will use the list of prequalified firms to bid out scopes that typically consist of the replacement of 3-4 building systems (i.e. boiler, windows, roof, electrical, façade, plumbing) and total less than $500,000. The objective of this effort is to broaden the pool of qualified firms to work on HPD-financed projects and streamline the building owners’ contract and bidding process for smaller moderate rehabilitation projects that HPD finances.
HPD is issuing this Request for Qualifications (RFQ) in order to assess the experience, capability, capacity, financial resources, pricing and integrity of firms that submit responses to work as contractors on projects of less than $1 million. The RFQ is designed to qualify contractors that could provide the following services:
Contractors are not expected to demonstrate competency in all nine (9) services/trades in order to qualify for participation in the RFQ; contractors need only to demonstrate competency in at least one (1) service/trade to submit a response to this RFQ. Selected contractors will be eligible to participate in HPD facilitated bid walkthroughs, submit bids on HPD projects (where applicable) and, if selected as a result of a submitted bid, perform work on projects that are financed by HPD below this threshold. HPD will make a list of qualified contractors available to borrowers of HPD-financed projects based on the criteria outlined in the RFQ that will be published on the HPD website.
Applicants may be nonprofit or for profit organizations, and must demonstrate an ability to execute on scopes of work totaling less than $1 million.
HPD will only consider Applicants that demonstrate the requisite experience and capacity required to rehabilitate multifamily buildings.
A Pre-Submission Conference will be held on Wednesday, January 16th, from 10:00am-11:30am at 100 Gold Street Room 8F-14, New York, NY 10038.
Responses to this RFQ must be submitted by February 6, 2019 at 5 pm and may be submitted the follwing ways:
