HPD and its partners create affordable rent-stabilized apartments for households at a wide range of income levels and sizes. 

What Is Affordable Housing?

Affordable housing is based on a household's percentage of the Area Median Income (AMI), which is set by the federal government. Housing is considered affordable if it costs about one-third or less of what the people living there make, and is regulated so the rent can't go up dramatically over time. 

Do You Qualify?

In order to be eligible you must be 18 years old, and your household income needs to be in a specific range for each affordable housing listing. Applicants will be required to meet income guidelines and additional selection criteria to qualify.

How to Apply

Find your income level in the chart above, and view NYC Housing Connect Map or the current opportunities that are accepting applications. You may filter the opportunities by borough, income level, and/or household size to find the opportunities that you may be eligible for.

Applicants may elect to submit an application by one of two methods: either online or by mail. To submit an application online, visit NYC Housing Connect. To submit an application by mail, you must follow the directions listed in the advertisement. Completed original paper applications must be returned by regular mail only. Applications submitted after the deadline will not be considered. After the deadline, applications are selected for review through a lottery process.
