M/WBE RFP Round 2

The New York City Department of Housing Preservation and Development (HPD) is planning for the development of 100 percent affordable housing on two City-owned lot in Prospect Heights. This Request for Proposals (RFP) is part of HPD’s M/WBE Building Opportunity Initiative, an initiative that seeks to address demonstrated disparities in minority and women-owned business’ participation in affordable housing development.

The redevelopment of these sites builds on HPD’s Seniors First Initiative, a strategy to create and preserve housing for seniors. The City has committed to develop 80-100 senior units as part of this RFP.

1 Community Visioning

In order to gather the input about what Prospect Heights and surrounding communities hope to see on these two sites, HPD hosted a community engagement process from October 2020 to January 2021. The purposes of the community engagement process were to enable meaningful and interactive participation, better understand community priorities, and gather ideas for future development on these sites from those who live and work in the vicinity and have an intimate understanding of neighborhood conditions and needs.

Input gathered from the community engagement process is summarized in the M/WBE RFP Round 2 Dean and Bergen Community Visioning Report. This report is also attached as an appendix to the RFP, and respondents are encouraged to consult this report when developing their proposals.

2 Open Request

HPD released the RFP on April 22, 2021. A pre-submission conference was held on May 14, 2021. All proposals were due in hand no later than 4:00pm on August 12, 2021.
