HPD regularly receives inquiries from non-profits, faith-based organizations, and other private owners who have developable land and a mission-driven interest in providing affordable housing and community facilities, but who lack the required real estate development experience to carry through a deal. Through the Planning and Development Resources RFQ, HPD seeks to provide a list of qualified consultants who can guide such owners through the pre-development and/or construction phases to develop or preserve high-quality, affordable housing or mixed-use projects on their sites.

The RFQ aims to attract professional entities who have a thorough understanding of developing affordable housing with non-profits, faith-based organizations, and other private owners, as well as experience working with the City’s affordable housing programs. Qualified Planning and Development Entities will be included on a Pre-Qualified List (PQL) that HPD will publish as a resource for interested owners. Owners may review and directly hire Qualified Planning and Development Entities from the List, at their own expense. HPD will not be involved in the hiring process and will not be responsible for paying for Qualified Planning and Development Entities’ services. This RFQ does not represent any obligation or agreement whatsoever on the part of the City or HPD.

The Planning and Development Resources PQL will replace HPD’s current Owners' Representatives PQL, first published in 2016.

Selection Criteria

Applicants may include both non-profit and for-profit entities. Applicants must have the experience, technical resources, and capacity required to assist owners in project management, planning, developing, and/or managing multi-family affordable housing within the regulatory constraints specific to the City. Previous experience on projects that have received financing from HPD and/or the New York City Housing Development Corporation (HDC) is required.

Applicants must demonstrate the ability to perform at least one of the services listed below or, if selecting Comprehensive Owner's Representative, the ability to provide, or to assemble a team to provide, 5 out of 7 Services listed below. If applying as a team, applicants must identify a Lead Applicant as well as the name(s) of additional subconsultants the Applicant expects to enlist and for what services. The List will include lead Applicants only.

Desired Planning and Development Services

  • Site due diligence and land use related approval
  • General project management
  • Financial consultant
  • Pre-construction consultant
  • Construction consultant
  • Environmental consultant
  • Tenant relocation and relations specialist
  • Comprehensive Owner's Representative (the ability to perform at least 5 of the 7 Services Listed above)

HPD encourages applicants from Minority- and Women-Owned Business Enterprises (M/WBEs) as lead applicants and as project team members.

Applicants must submit a full response to this RFQ and meet the minimum criteria set forth in this RFQ in order to be considered for inclusion on the PQL. Applicants must demonstrate they have the experience and capacity to become a Qualified Planning and Development Entity. Previous experience on projects that have received financing from HPD and/or HDC is required. HPD will notify all Applicants as to whether or not they are designated as Qualified Planning and Development Entities under the requirements of the RFQ.

Qualified Owner’s Representatives currently included on the List of Owner’s Representatives need not reapply but will be asked to submit any changes to their qualifications or team composition.

Pre-Submission Conference

A pre-submission conference was held on Wednesday, August 28, 2019 at 10:30am at HPD's Manhattan headquarters, 100 Gold Street, Room 8F-14.

HPD strongly recommends that interested applicants attend pre-submission conferences, as they are the only opportunity to ask questions and receive answers in person regarding the RFQ. HPD will provide responses to all inquiries at the pre-submission conference and in an addendum, which will be posted on HPD’s website and sent to all registered prospective Applicants after the pre-submission conference.

Submission Requirements

The initial submission deadline is Monday, September 30, 2019. Applications for future rounds will be accepted on a rolling basis and potential applicants can send an email to express interest to PlanningandDevRFQ@hpd.nyc.gov.

Applicants can submit through HPD’s online application portal, or hard copies can be delivered to HPD. Electronic submissions are strongly preferred.
