To further the goals of the Housing New York plan, HPD has released this Request for Expressions of Interest (RFEI) to welcome proposals identifying existing vacant or partially vacant buildings in order to provide affordable permanent housing for formerly homeless and other rent-burdened households. Under the plan, the City has introduced requirements to set aside at least ten percent of units for homeless households in virtually all of its financing programs, a percentage that goes up to twenty, thirty, or sixty percent in projects with social or supportive services. Through this RFEI, HPD is building on these efforts by identifying properties with a large share of vacancies that can be converted to safe stable permanent housing and immediately occupied by formerly homeless households.

HPD may select one, more than one, or none of the proposals received through this RFEI. Proposal selection through this RFEI indicates HPD’s willingness to engage in an iterative process to provide financing or other assistance for projects. Selected projects will be prioritized in HPD’s pipeline, to the extent that project readiness and availability of resources permits.

Interested parties that choose to download the RFEI using the link below must provide their contact information. Only those who provide their contact information will receive updates or additional communications regarding the RFEI. The RFEI contains a detailed description of vacant or partially vacant buildings, what formerly homeless populations are eligible, what types of projects HPD is soliciting, as well as definitions, eligibility requirements, submission instructions, goals and submission criteria, selection process, developer obligations, and additional information.

Pre-Submission Conference

A Pre-Submission Conference was held on Monday, January 6 at 10:00am at 100 Gold Street, Room 1R, New York, NY 10038.

Responses to all inquiries will be collectively provided in an addendum to be posted on this page.

Submission Requirements

Thank you for your interest in the Property Pathways RFEI. Due to the spread of COVID-19 and interest in protecting our collective health and safety, please note two updates to the RFEI submission process:

Submission Format: It is no longer required to deliver copies in-hand at HPD's offices at 100 Gold Street, and submissions will only be accepted electronically until further notice. Please send an electronic version of your RFEI submission (i.e., all files that would otherwise be on the flash drive within the RFEI package) to PropertyPathwaysRFEI@hpd.nyc.gov.

Rolling Submissions: Given the critical need for available units, we encourage teams to submit proposals as soon as possible. However, we understand COVID-19 may have impacted teams' operations, so we will accept and review proposals on a rolling basis. If you expect to submit a proposal in the coming weeks or months, please notify us at PropertyPathwaysRFEI@hpd.nyc.gov.

The initial submission deadline to this RFEI was Friday, March 20, 2020.
