The New York City Department of Housing Preservation and Development (HPD) invites qualified development teams to submit proposals to develop 100 percent affordable housing on a City-owned lot in Stapleton on the North Shore of Staten Island. The project is part of the New Stapleton Waterfront District, a 35-acre decommissioned Navy Base. The New York City Economic Development Corporation (EDC) is overseeing the City’s redevelopment of the New Stapleton Waterfront into a mixed-use neighborhood with housing, waterfront open space and retail and community facility uses.

Stapleton Site A

Stapleton Site A is a vacant site to the south of Hannah Street in the Stapleton Section of the North Shore. The site consists of part of Block 487, Lot 100 in Staten Island and is approximately 108,000 square feet in size.

In keeping with the City’s new equitable ownership requirement, development teams must include an M/WBE or non-profit that will hold at least 25% of the managing ownership interest in the project.

Bay Street Corridor Neighborhood Plan

The Stapleton Site A RFP aims to further the goals of the Bay Street Corridor Neighborhood Plan, the product of a collaborative planning process undertaken by the City and the community. The Stapleton Site A RFP also reflects the vision of the City’s Where We Live NYC fair housing plan, by creating new, high quality affordable housing in a neighborhood that has seen very little new affordable housing creation.

Through a series of public online workshops, questionnaires, and stakeholder meetings, HPD gathered input that is summarized in the Stapleton Site A Community Visioning Report. The priorities and goals summarized in this report are also attached to the RFP. Development teams are highly encouraged to consult this report in developing their project proposals.

Submission Requirements

All proposals are due in hand no later than 4:00pm on March 23, 2021. Detailed instructions are provided in the RFP.
