On Monday, July 20, 2020, New York City entered Phase 4 of Reopening, which allows media production activity. Production is subject to the restrictions and requirements in New York State and City laws, directives, and guidance.
The Office of Film, Theatre and Broadcasting (OFTB) is accepting Film Permit applications for production activity. OFTB is operating remotely, so please allow additional time for Film Permit processing.
Film Permits are subject to Commissioner’s Directive No. 9. (If your production activity does not require a Film Permit, Commissioner's Directive No. 9 does not apply.) Please click here for a plain language guide to Commissioner’s Directive No. 9, here for a consolidated version of recent Directives, and here for an FAQ about production on public property in New York City during the COVID-19 New York State Emergency.
The COVID-19 emergency is a rapidly changing situation, and MOME will be updating its materials regularly to reflect the latest information available. Please check this webpage frequently for updates. If you have questions after reading these materials, please call the Film Office at (212) 489-6710.
On July 17, 2020, New York State issued industry specific guidance for Media Production which includes: Summary Guidance and Detailed Guidance with an Affirmation Link, and a Business Safety Plan Template. Please continue to monitor the New York Forward Business Reopening Lookup Tool and forward.ny.gov for changes to or new state guidance.
