In response to the rising rates of COVID-19 in certain parts of New York, the State of New York has divided areas where infections are rising into three zones: Red, Orange, and Yellow. Each zone is under a different level of increased restrictions from the State of New York. To find out where the zones are, and to see what restrictions apply to each zone, please visit nyc.gov/covidzone.

Accordingly, production permitting in these areas is subject to the following restrictions:

  • Red Zone: no permits will be issued
  • Orange Zone: no permits will be issued except for parking at film production facilities (as defined in Tax Law 24)
  • Yellow Zone: permits will be issued in accordance with State and City guidelines (see below).

These restrictions are in effect beginning Thursday, October 8, 2020; restrictions do not apply to news media activity.

 

Commissioner's Directive:

On Monday, July 20, 2020, New York City entered Phase 4 of Reopening, which allows media production activity. Production is subject to the restrictions and requirements in New York State and City laws, directives, and guidance.

 

The Office of Film, Theatre and Broadcasting (OFTB) is accepting Film Permit applications for production activity. OFTB is operating remotely, so please allow additional time for Film Permit processing. For more information see:
