The Capital Planning Department develops NYCHA's Five-Year Capital Plan. This plan prioritizes capital investments (federal, State and City) and strategically allows resources to preserve NYCHA's housing stock. The Capital Planning Department is comprised of four units: Financial Planning oversees the development of the Five-Year Capital Plan and ensures NYCHA obligates funds in a timely manner; the Cost Estimating Unit estimates capital projects from commencement through closeout; the Physical Needs Assessment (PNA) unit manages NYCHA's HUD required PNA database; and the Contact Administration Unit monitors the service contracts and task orders.
