Annika Lescott was appointed Chief Financial Officer & Executive Vice President of Finance at the New York City Housing Authority (NYCHA) in February 2020. In this capacity, Ms. Lescott leads the financial planning and analysis, accounting, payroll, risk management, and investment activities of the Authority, with an annual operating budget of close to $4 billion and a five-year capital budget of $7 billion. Additionally, she is responsible for fiscal policy and performance of the Authority including the annual five-year operating and capital plans, and the issuance of the annual financial statements for NYCHA and its subsidiaries.

Previously, Ms. Lescott served as Senior Advisor to the Chief Financial Officer, monitoring NYCHA’s performance against the adopted budget, reviewing financial practices consistent with government regulations, providing recommendations on complex fiscal policy, and advising on budget modifications and opportunities to fund emerging issues.

Prior to joining NYCHA, Ms. Lescott was a Presidential Management Fellow in the Executive Office of the President of the United States, where she worked on non-partisan housing policy analysis and the President's Budget under the Obama and Trump administrations. Ms. Lescott provided strategic oversight on the $40 billion budget of the U.S. Department of Housing and Urban Development, crafted national housing policy reforms, reviewed national public housing regulatory changes, and implemented landmark legislation to streamline workforce development programs. She also worked at the Local Initiatives Support Corporation, an innovative community development financing institution where she facilitated reinvestment in low-income communities across the five boroughs.

Ms. Lescott earned a bachelor's degree from the University of North Carolina at Chapel Hill and a Master of Public Administration from Columbia University’s School of International and Public Affairs. She serves on the Board of Governors and a special committee of the Board of Trustees at the Hotchkiss School.
