James Scanlon, appointed Vice President for Capital Planning & Design in June 2017, leads and directs the activities of NYCHA’s Capital Planning Group and the Design Department. He is instrumental in planning for and implementing construction-related programs as part of NextGeneration NYCHA, the agency’s 10-year strategic plan to develop safe, clean, and connected communities for its residents.
Mr. Scanlon’s responsibilities include creating long-term capital investment strategy for the Authority’s diverse portfolio of developments, prioritizing construction projects for NYCHA’s five-year capital plan and ensuring high-quality design standards, and driving the implementation of the planned portfolio of capital work. He has played a critical role in helping NYCHA obtain additional funding for Authority-wide modernization activities.
A NYCHA employee for more than 20 years, Mr. Scanlon has a served in a number of different senior positions with increased responsibilities. Most recently, he was the Senior Director of the Capital Planning Group, overseeing the Financial Planning and Technical Planning Units that are responsible for project scoping, estimating, and budgeting. Prior to that, Mr. Scanlon directed the Administration Department in the Capital Projects Division and served as the Special Assistant to the General Manager, supporting the day-to-day operations of the agency.
Mr. Scanlon holds a Bachelor of Arts degree from Lehman College.
