Joey Koch was appointed Chief of Staff in November 2019. In this role, she provides direct support to the Chair/CEO on all aspects of NYCHA operations, including budget and personnel decisions, planning and the execution of policies, and day-to-day management of the Authority. She supervises public and political outreach on NYCHA’s A Blueprint for Change, a comprehensive set of ideas to raise money for NYCHA and transform the way it does business. Additionally, she manages NYCHA’s COVID-19 response, acts as a liaison to external partners, manages the operation of the Chair’s Office, and more.

Previously, Joey was NYCHA’s Senior Vice President (SVP) for Operations Support Services, responsible for managing Emergency Services; Elevator Services; Heating Management Services; Maintenance, Repair and Skilled Trades; and Technical Services. During her time as SVP, Joey helped implement new organizational changes and protocols that resulted in decreases in the amount of heating and elevator outages, decreases in the duration of heating outages, and a reduction in elevator response time by five hours.

Joey brings a depth of knowledge and experience managing complex operations to NYCHA. Prior to NYCHA, Joey served as Deputy Commissioner and Deputy Chief Asset Management Officer at the NYC Department of Citywide Administrative Services (DCAS), where she oversaw facilities management and real estate for all City-owned office and court buildings, totaling 15 million square feet, as well as administration of 437 leases totaling 21 million square feet. She previously served as Special Counsel in the Office of the Mayor, Telecommunications Counsel for the City’s Department of Information, Technology and Telecommunications, and later worked in global procurement at Bloomberg LP. 

Joey holds a Bachelor of Arts in political science from Tufts University and a Juris Doctor from Fordham University School of Law.
