Josephine Russo was appointed Chief of Staff in the Office of the General Manager in February 2021. As Chief of Staff, Ms. Russo helps coordinate NYCHA’s work to improve delivery of services to residents across a variety of departments. Ms. Russo has several decades of experience at NYCHA. Most recently, as Senior Vice President of Supply Management and Procurement, she was responsible for planning and directing the implementation of the Authority’s service procurement operations, as well as directing and managing the control and distribution of materials and supplies throughout NYCHA’s facilities. She has also led NYCHA’s efforts in implementing a minority- and women-owned business enterprise program.  

Joining NYCHA in 1996, Ms. Russo held a series of progressively responsible positions in the Law Department, culminating with Associate General Counsel for Housing Litigation, where she oversaw the Anti-Narcotics Strike Force Unit, Tenant Administrative Hearings Division, and Section 8 Litigation Unit. As Associate General Counsel, Ms. Russo managed a high volume of administrative tenancy proceedings, helped prevent unnecessary evictions by expediting rent payments, streamlined the impartial hearings process, and established a pre-hearing investigation unit. Prior to that, she held positions as Chief and Assistant Chief of the Tenant Administrative Hearings Division and as Attorney of Housing Litigation, among others. Ms. Russo has also performed legal work and statistical analysis in the private sector. 

Josephine holds a Bachelor of Science degree from Fordham University and a Juris Doctor from New York Law School.
