Josephine Russo was appointed Senior Vice President of Supply Management and Procurement at the New York City Housing Authority (NYCHA). In this capacity, she is responsible for planning and directing the implementation of NYCHA’s service procurement operations as well as directing and managing the control and distribution of materials and supplies throughout NYCHA’s facilities. In addition, Ms. Russo leads NYCHA’s efforts in implementing a minority- and women-owned business enterprise program and supports NYCHA’s efforts toward job creation for NYCHA residents and other underserved populations. Ms. Russo also develops and implements NYCHA’s vendor management programs.
Joining NYCHA in 1996, Ms. Russo held a series of progressively responsible positions in the Law Department culminating with Associate General Counsel for Housing Litigation, where she oversaw the Anti-Narcotics Strike Force Unit, Tenant Administrative Hearings Division, and Section 8 Litigation Unit. As Associate General Counsel, Ms. Russo managed a high volume of administrative tenancy proceedings, helped prevent unnecessary evictions by expediting rent payments, streamlined the impartial hearings process, and established a pre-hearing investigation unit. Prior to that, she held positions as Chief and Assistant Chief of the Tenant Administrative Hearings Division, and Attorney of Housing Litigation, among others. Ms. Russo also performed legal work and statistical analysis in the private sector.
Ms. Russo holds a Bachelor of Science degree from Fordham University and a Juris Doctor from New York Law School. She is licensed to practice law in New York and New Jersey.
